CHINA said today it opposed part of a landmark US bill to cut greenhouse gas emissions, as tariffs should not be imposed on countries that do not cut emissions.
"We are firmly against such attempts to advance trade protectionism under the pretext of climate change," vice foreign minister He Yafei told reporters in Beijing.

The United States House of Representatives narrowly passed sweeping legislation Friday.

I doubt there are any tariffs of significance to be applied. The new US tax on electricity is going to benefit the chinese by making the US further unable to compete in manufacturing & everything else. as electricity is ubiquitous it is a general tax on everything. It is not a tax aimed at people who have a lot of income. It is just a tax on everyone.

It will not reduce air pollution. The US has preferred to use oil & coal based electricity plants more than nuclear. Due to this failure done by the US government regulating nuclear power plant construction to death the US produces a lot of air pollution. If we used 80-90% nuclear like france, germany, UK, japan, china, korea, then we'd produce much less pollution.

but air pollution primarily comes from cars. this new tax is not going to stop people from driving. except by just making it too expensive for the economy to function. This new law furthers the policy of making the US expensive. to china's advantage.
