Thousands of council workers face swingeing pay cuts

THOUSANDS of city council workers face losing up to £4000 a year under a new wage structure.
The move is part of a nationwide restructuring of local authority wage structures which will see many benefit through new equal pay rules.

But union leaders fear up to 3000 people, or one in five staff, could see their salaries cut under the sche
me. They say talks have come to a standstill with the council, after they rejected the first proposals. They are still in a consultation process, and details are due to be finalised in August.

Workers in West Lothian and East Lothian have been told that around 14 or 15 per cent of staff face pay cuts. West Lothian Council employees could be balloted on industrial action, after unions failed to reach an agreement.

The Transport and General Workers' Union has now warned that the majority of its 1400 members at the city council could lose thousands of pounds.

The cuts are due to jobs being re-evaluated, and changes in rates for public holidays and overtime.

Most staff affected will not be paid at the lower rate immediately, but will have their pay "frozen" for up to three years.

Local TGWU convener Stephen McGregor said: "The pay and grading proposals that were put to us would result in low-paid workers potentially losing £3500.

"We knew there would be winners and losers, but the amount of money that people are losing is unacceptable.

"I represent a lot of road sweepers and refuse collectors. All of them are getting downgraded substantially.

"If the council got their way, we could actually turn people out into the streets. They wouldn't be able to pay their mortgages.

"I've had members phoning up in tears worried about their futures."

He said a meeting scheduled for next Monday was the latest in half a dozen cancelled meetings.

Under the most recent proposals, roadsweepers earning around £16,000 a year would be paid £13,045 - a drop of £3000. Some drivers have been told they stand to lose £4000.

One roadsweeper said: "They are giving us more work to do but cutting our pay. Everyone's head is down just now. People are talking about losing their homes because of the pay cut."

Council leader Jenny Dawe also voiced her concern. She said: "This seems completely contrary to what equal pay is supposed to be about. Women and low-paid workers are not expected to be the ones who are suffering."

The city council has put aside £10 million a year for the next three years to cover the cost of the equal pay process. A spokeswoman said the proposal was still at the consultation stage, and negotiations were ongoing.

what are bets the "new wage structure" will result in the fat cats getting pay rises whilst all the essential workers will get shafted. Those at the top in the council are just corrupt numpties with no idea about what is required at the bottom end of the organisation.

unfortunately lots of people in private companies are losing their pensions, and many companies do not pay guaranteed annual increases, some people go 5-6 years without increases. Welcome to reality , if they don't like it take their labour elsewhere, we are being milked enough to pay their wages as it is.

#2 "Welcome to reality", mr angry....... If you don't fight for decent pay you won't get it - employers, Local authority or anywhere else will only pay the LEAST they can get away with!

You're suggesting we should all go down to the level of the lowest wages and pensions whilst my suggestion is that everybody should get decent pay and pensions.....
mind you, they'll have to fight for it!

right on mr . spiggot. when will working people. the world over stand up and stop beaurocrats brain washing them. people .like bush and blair. who mandated that working people should work their fingers to the bone for a pittance. for 50 years then fade away and die.? we only have at best 70 or 80 years on earth. why should we spend it grafting l;ike animals. so that the rich get richer. o.k. its o.k. to work hard but workers must be reimbursed fairly for their efforts. but not at the whim of the millionaires who make the rules and keep the money.

Surely, if pay cuts are the order of the day, in an organisation, especially such as an ‘Equal Opportunities’ Local Council, as many, probably all, point out they are, this should apply to all employees, regardless of status, at the same reduction percentage on everybody’s earnings! (luckily for some an increase - is a guess allowed as to who?)

Such a situation, to incur such drastic ‘earnings change’ can only be arrived at through what can only be seen as ‘incompetence and inefficiency’ at the top by those ‘allegedly’ running the show – or has it gone un-noticed, possibly overlooked, or, more than likely, probably taken ‘as of no matter!’

It also would seem to say that a massive inspection of the books by authorised and qualified persons should be implemented – no matter what !

HOODWINKED is a word that comes to mind.

Edinburgh City Council spent time and loads of bucks setting up Waverley Court. New management structures with enhanced salaries and perks but left the staff, who were loyal and hardworking in a situation of looking for jobs or face pay cuts. What a reward.... well paid chiefs and underpaid indians. Reflects the Labour Party policy

How do they lose money? Salaries will probably be protected at current levels if the new job grade comes out lower than that currently being paid.

Same "Wage Structure" was just introduced at the university with the promise of "Pay Harmonisation" for all. Turned out to be the biggest con of the century! The poor paid staff got poorer and the well paid staff got richer! Sad thing was that the Union (Amicus) encouraged their members to vote for it. Oddly enough, the Union representatives came out of it quite well.......... Call me cynical but....!

The council cannot cut someones pay by £4k per year without the employee agreeing to it. such a move would be illegal. Come on guys, fight for your rights. Get the case into court....make them sweat! Union leaders need to get motivated here! Get your top lawyers on the case. As for a pay freeze - again I doubt the legality of this if someone doing the same job or in the same grade receives a raise, it would be contestable in a court of law or certainly worth challenging if this raise was not across the whole of the pay grade. The spirit of equal pay legislation is to ensure that all are brought up to the same standard, not that some people should be losers. I am sure that the council could be proved negligent in not implementing the legislation sooner. This is not the fault of the worker on the ground but rather senior managers. Listen guys, you have a good case here! Contest this all of the way.

There is no need for any pay custs. I say put the convicted criminal scum to work, where appropriate, in chain gangs undertaking suitable labour-intensive work (ditch digging, grave digging, picking up rubbish, manning dumps, etc., etc.) that is presently being done by council employees. Lay-oof those council emplyees not needed - that should be done anyway, and use the savings from the use of the criminal scum to offset the cost to the taxpayers.

I have a mate that works for the council and he gives me wee bits of info now and then over a pint.

In his modest opinion he and all his workmates are being shafted.

What the Council are doing is taking away his extra pay for weekend work, public holidays, bonus and unsocial hours. he reckons the folk that will lose out most are the idiots that work on saturdays and sundays or night shifts.

The council wants to pay the same whether you work a monday morning or a weekend afternoon, coincidentaly no senior managers work at these times so their pay will stay the same (or go up for coming up with the idea) while the average person going out on a sunday morning to clean up after saturdays revellers or to set some old biddys coal fire in mid winter will lose out.

So what if they lose £4000 a year there are loads of poles and hungarians that will gladly work all those unsociable hours for £12000 or less. They dont even mind sharing a flat with 10 others which can help the council solve the current housing problem.

They might not understand whan an old lady says she wet herself 2 days ago and "could you help me change my knickers", but at least they will smile and nod at her as they leave to go to their other jobs.

My mate does not care if their "other jobs" are yours.

Why should he? you never cared when he lost £4000 a year or his job.

WHAT, you think £16,000 is a lot of money ?
you are really a sad loser . where do you live ? must be some place where the house prices are around £60,000, perhaps kirkcaldy, methil, cowdenbeath.

If you are so impressed with this grand pay why dont you ask your boss for a rise ?

Goodness knows what you must think of the local GP's who have negotiated a nice little £100,000-£250,000 for less work and doing away with little inconvenience of working evenings and weekends

The cooncillors should hang their heads in shame , they agree to a £2million revamp of their council chamber in order to stop them chucking their toys at each other - when all they needed to do was retain the nursery nurses they are making redundant (combined cost of about 2 bob ) who would then keep errant cooncillors in check.and the remaining funds could have been invested in this "pay modernisation scam".
I hope the union UNISON sticks to its guns along with the T & G ( no point depending on the GMB -they are clueless) and takes the council on.

The basis for regrading these jobs is, like studying form as the basis for gambling, a systematic process. That doesn't mean it is scientifically precise or infallible. Job evaluation involves considerable subjectivity and has a significant margin of error. This doesn't matter if jobs are upgraded, which is all the equal pay legislation requires. The imprecision matters a lot if jobs are downgraded and swingeing, life-altering, pay cuts are imposed. The GMB, TGW and Unison promised their members some time ago that nobody should lose. The T&G's local government leader, Peter Allenson told the union's 2005 conference that negotiators had been instructed to oppose pay cuts. It is totally unacceptable that council workers (and taxpayers) should have to foot the bill for delivering equal pay because the Scottish Assembly and UK Government have washed their hands of the problem by refusing funding for equal pay. The NHS received some funding for this purpose.

Wow #28, you really do live up to your name don't you?!!?

The comment was mearly a noted reflection that for something as menial as a road sweeping job (sorry to all you road sweepers!!) it seemed like a lot of money.

I actually live in the city that has the highest rental house prices and second highest price for buying in Scotland...one such house I own...do you own your own house? Thought not...keep your mouth shut unless you have something constructive to say about the story rather than coming in and spouting your mouth off at comments and people you know nothing about!!
