Trader fury as plan to park free is dropped

TRADERS have hit out after plans to create free parking spaces on council-owned land along the tram route were dropped.
City leader Jenny Dawe last month ordered officials to look at creating the temporary bays in a bid to boost the flagging fortunes of businesses along Leith Walk.

Among the sites under consideration were the former Leith tram garage and Leith Water World – both off Leith Walk near Manderston Street – as well as the old Royal High School on Regent Road.

But council chiefs have today ruled that it is not feasible to create the spaces on the preferred sites because of access problems.

The Leith tram garage is to be used for storing tram construction materials, while the old Royal High School was deemed too far away from Leith Walk, especially given there is already a multi-storey car park at Greenside.

The news comes as traders in Leith are this week having to contend with a one-way system in place on Leith Walk.

Council chiefs today insisted they were still working with businesses and residents in other ways to support them during the tram works. But traders and opposition politicians hit out at the demise of the free parking proposals.

Gordon Burgess, chairman of the Leith Walk and Constitution Street Traders Association, said: "The Greenside car park may be of use for some of the shops at the top of Leith Walk, but it is of no use for people at the bottom end of the Walk.

"It is sadly just the latest thing to go wrong though. This new one-way system has not been without its problems and we are just looking for a break from all this."

The two-week one-way project, which will allow engineers to divert utility services that cross the road rather than run along its length, got under way on Monday and affects a section of Leith Walk between Dalmeny Street and Manderston Street.

Businesses have complained that some of the signs put up for the work have stated it is a four-week project, while another sign on Easter Road incorrectly claimed there was no access to Leith Walk via Lorne Street.

Maggie Chapman, Green councillor for the Leith Walk ward, said: "I am disappointed that the council has not managed to find any space for parking near the tram route. The council now needs to investigate other solutions urgently."

A council spokeswoman said: "The council is continuously working with businesses and residents in a bid to support them during the tram works.

"We were happy to investigate the option of providing free parking, but unfortunately none of the suggested sites was suitable.

"We will continue to work closely with traders and to listen to their views and suggestions."

There's no such thing as "free parking".

If you did Highers Economics you'll understand that the land that's taken up by "free parking" could have been used for something else: it's what's called an opportunity cost.

I don't have a car, so I subsidise all "free parking" due to the opportunity cost.

You should pay to park on any council land converted to parking, and you should pay a lot.

Geekpie (7) - don't be daft. If you don't have a car, you probably use a bus, which gets far more subsidy than the "opportunity cost" of using this land.

And from the sound of it, the sites proposed were never more than an empty gesture - like so much else of tie's "spin". Remember, tie tells lies.

I would happily pay to park, but the point that is being made is TIE continually suspend or cone of parking/loading areas, even when it is in direct contrast to their public statements, so even if you did have to pay - you couldn't - because there are no spaces.

geekpie is right: it's not even controversial.

It's the same with the supermarkets: the acres they give to free parking aren't free: that land costs lots and lots of money, which ultimately has to be paid for by the customer.

If that customer doesn't use the car-park, they're subsidising the ones that do.

This scheme should to be investigated. The twisted facts, the half truths and the all problems that have been pushed under a table somewhere. They all need to be brought out in the open. Let the people hear the facts, not limited information that TIE’s PR machine allows to escape from time to time.

#8 and #13, geekpie is completely correct. It is both of you that are completely wrong. Very few specific bus services in Edinburgh are subsidised by the council, most are now cross-subsidised by other routes, with Lothian Buses actually making a hefty net profit that offsets council tax, as we Edinburghers still own the company. In other words if the council gave subsidy for parking spaces to car drivers, it is bus passengers who would be paying for it.

I'd happily pay to park,there is no where to park,any parking bay not dug up is occupied by contractors vans,just told my accountants that they had lost another £500 as I can't wait for TIE to do my tax return.

Where's Euan today?...he's letting down the anti-tram side.

It just occured to me that when I hear all these anti-tram folk banging on about how nobody wants this project it reminds me a bit of the anti-smoking ban lot who say the same thing. And it turns out in a recent survey that 55% of smokers support the ban. Wonder if it's the same with the trams. If only the EEN would do something useful and carry out a survey.

#32 - If you bother to do some research you will see that the tram will have an ongoing operating deficit made up by revenue from bus users. Bus users whose fares will need to be raised to cover the losses the tram will generate given its projections are so unrealistic, relying as they are on massive growth in residential development at the waterfront which looks extremely unlike to proceed given the current climate. Take a look at the revenue & risks part of the business plan and the low development case to see just how little revenue this tram line is forecast to generate.

This also ignores the capital cost which works out at a subsidy of almost £20k per potential user.(based on c.7% of the population living close enough to the tramline for it to be a realistic transport choice).
