Provost is urged to sell his S0 for the city

Published Date: 27 September 2008
IT is one of the most unusual number plates in the world, valued at around £500,000.
Currently attached to the Lord Provost's Lexus, the S0 registration was created after Edinburgh's civic leader missed out on Scotland's first number plate – S1 – at the turn of the 20th century.

Just weeks after that plate sold for nearly £400,000 at auction, the council is under pressure to sell the S0 mark to raise funds for local services.

Experts today said such a sale could fetch up to £500,000, but Lord Provost George Grubb has insisted he will hold on to S0, saying it belongs to the city.

If it were to be sold, the council would have enough money to re-instate recently axed bus routes, or bring back popular holiday programmes for schoolchildren.

Tory councillor Jason Rust said: "In light of the staggering sale price achieved for S1, and given the dire economic circumstances the council finds itself in, serious consideration should be given to obtaining a valuation of the S0 number with a view to the registration being auctioned.

"There are many uses which the council could find for £400,000 or £500,000 given the recent cuts which have been made to budgets, and I for one would be delighted to see funds raised spent on supporting bus services in the city.

"Clearly preserving our heritage is important, but the importance of the office of Lord Provost is not in any way dented by a pragmatic and sensible decision to sell this cherished plate at a time of unprecedented cuts to services and budgets."

When number plates were introduced in 1903, Scotland was assigned the prefix S.

It is thought the first plate, S1, would traditionally have been destined for the Lord Provost's car, but city fathers were too slow off the mark. Instead, it was bought by Sir John HA MacDonald, a motoring pioneer who was president of the Scottish Automobile Club.

What happened next is a mystery, but at some point the Ministry of Transport agreed to establish the S0 plate.

Collectibles specialist Jon Baddeley, a director at auction house Bonhams, today said the S0 registration could fetch as much as £500,000.

The auctioneer, who has valued items for the BBC Antiques Roadshow TV programme, said: "I think, with M1 recently fetching £330,000 and S1 going for just shy of £400,000, this has got to be in that range and maybe more.

"A letter with a zero makes it even rarer than S1."

However, a council source said: "This is a ridiculous idea. It's akin to the Lord Provost selling his chain. This number plate should not just stay in the city, but stay with the council."

A spokesman for the Lord Provost added: "The S0 plate belongs to the city and has done for a very long time – it's not for sale and won't be put on sale."

At number plate auctions, buyers purchase the right to use the registration, rather than the physical plate.

A Regular,

It's easy to make a cheap political point and demand the sale of this plate. However, like many items and buildings, which are in public ownership, they are part of history and once you sell the family silver, there is nothing left. Ask Labour, with their PFI initiative, sell or give away your property and in a few years have nothing left, but debt!

Lord Provost Grubb has some imagination, the plate should read,SO WHO CARES.

They'll just waste it on tram and public sector pay.

they've got another one S10 ? on a big mini bus

Why has the Provost got a Big Lexus

Surely if Edinburgh Bus Service is so good, they should be using Public Transport

or Would the Provosts New Robes get dirty.

They Should flog it and use it for useful things in Edinburgh's City Centre.
5

Hmm ...,

27/09/2008 12:59:04
... "It is thought the first plate, S1, would traditionally have been destined for the Lord Provost's car"

Rubbish - none of the country's lord Provosts had a car in 1903.

Some cities, like Dundee, subsequently bought the "1" number but a dispensation was later given to Edinburgh and Glasgow (and possibly other cities) to be allocated the "0" number, which is not otherwise issued.

So any car bearing that number almost has to be carrying a politician! Has this been taken into account in estimating its value, I wonder.

The S0 mumber was created for the city as the owner of S1 was not willing to sell it. It would be ridiculous to sell a unique part of our city's heritage.
On the other hand, the sale of the Royal Exchange building(the City Chambers) for flats would raise a large amount......

If it is sold it should go to the Common Good Fund as it is part of the Common Good Estate. The residents paid for it.

Hardly part of the cities heritage, it's not the original plate on the car. If some permatanned bawabg is stupid enough to splash £500k on a number plate then let's get it sold and put the funds to good public use.

If the council want a vehicular representation of themselves, would a clapped out Morris Ital no be more appropriate than a Lexus?

Is it a part of the city's heritage that anybody actually cares about? Would we all feel deeply ashamed if the Provost was driven about in a car with a normal numberplate on it? Would we be unable to hold our heads up knowing that Glasgow has a special numberplate and we don't? Sell the plate and use the money to improve services. Perhaps use it to employ more home care workers so people aren't languishing in hospital for weeks on end waiting for their care packages to start.

The people of Edinburgh should have some pride and retain this respected number plate. To sell it would be to sell Edinburgh's soul. With what's been taken from us in recent years, we need something left to hold on to.

The Lexus plate isn't the soul of Edinburgh. Although a lot of people might think only an R Soul would want to be provost

#14 "Respected numberplate?" Are you mad?
Who in their right mind respects a numberplate?
Whilst I agree with you that Edinburgh has had a lot of things taken from it over the years I wouldn't class a silly wee numberplate in the same league.
People who buy and parade personalised numberplates are vain eejits so let one of them waste £500,000 on it.
17

Thomas the Tank,

#5, You're correct - Glasgow was allocated G 0 around the same time. As this was a special dispensation, DVLA, who retain the right to withdraw any registration if it's misused, would probably just cancel it if the City tried to flog it. Is this really the best this useless little pratt of a Cooncillor can come up with to draw attention to himself? I've contacted Rust several times in the last year and never even had the courtesy of an acknowledgment. He'll be quick enough to come grovelling round the doors at election time!

Shouldn't need the car much longer in any case.

With all the benefits the council attach to the tramline, surely that will be the only form of transport the council will be allowed to use.

They are an investment like paintings and rare automobiles. They increase in value as time goes by. Especially if the vehicle still has the original numberplate that it was given.

All that need be done is establish a realistic market value for the plate and that can be put on the books as a financial asset. It doesn't matter that it isn't actually in the form of cash. That level of currency never actually exists in the form of cash.

It is absolutely possible to have your cake and eat it if it's that big. What you can't do is have your cake and sell it.
32

EnEm,

EDINBURGH 27/09/2008 22:21:07
The number plate 'investment' I would question is on a highways recovery vehicle operating between Edinburgh and Glasgow. How much did "M8 TOW" cost?

TimW1234,

I STIll do not get it.

I was left from an eccentric uncle a vast collection of solid silver toast holders that dated back to the 1700s.

Since I am but one - or maybe two, at times - I sold the excess at GREAT profit to collectors as eccenric as my dear departed uncle.

Beside, I hate toast holders (caddies, whatever) because the toast comes to you cold from whatever dreary drudge you have hired to serve you in the morning.

How can S0 be rarer than S1? Surely every number plate is unique!

I'd rather see Esso put its pump prices in the Highlands within shouting distance of its prices in Edinburgh than blow its captive customers' hard earned cash on a number plate.

When I was up at City Chambers the other evening may folks were tucking into grub and wine in a private dining room!!!!!!!!!!!!

Maybe cutting back on lavish entertainment would be a better way to fund all the needy causes we have.

Or cancel the trams?? Oops, how silly of me.

I wonder what would happen if the plate was sold, and the city receive the suggested funds, reinstated the program and bus route how long all of this will last. There need to be other way to raise money and have a constant source of income to be able to keep the programs for children running. Selling the license plate seems like a cheap political issue. They have mentioned downsizing the car he drives.

I'm sure I've seen that S0 number plate dodging about South Queensferry on a different car (with little flags on the front).

Are there two of them? Perhaps it was SO and not S0...
42

In my opinion...,

29/09/2008 11:28:38
Interesting that for the Lord Provost, the number plate "belongs to the city", but that the Canongate, Meadowbank Ports Centre, school playing fields, public parks etc will soon all be in the hands of property developers.

I suppose the number plate is so much more practical and useful...

A sad indictment of how detached these politicians are from the realities of life for ordinary people.
43

TFGtv,

30/09/2008 16:25:47
Well to "A Regular" (post#1) you make some good points. But it wasn't labour who started selling off the family silver. And what you're seeing is actually the result of three decades of Thatcherism.

I am left wondering if this is such an important city icon/status symbol why is it not on something like an old classic Rolls (which would be cheaper than a Lexus in the long term) rather than a rather tacky 'fake mercedes'.

Seems like this piece of heritage stopped mattering some time ago. And if one of the city's symbols of civic pride really is a tacky chavmobile perhaps it's better not to draw too much attention to that fact...

£500K? They could solve quite a few transport problems with that sort of money... But I suspect being what they are they'll keep the fur coat...
