Holyrood tax powers hint 'a sign of Brown's desperation'

SCOTTISH Nationalists today welcomed Gordon Brown's hint of more tax powers for Holyrood, but said it was a sign of Labour's desperation.
The Prime Minister told a business dinner in Glasgow last night: "Devolution has worked, but I do see one problem – the Scottish Parliament is wholly accountable for the budget it spends but not for the size of its budget."

And he said looking at
the "financial accountability" of the Scottish Parliament was a "critical" part of the role of the cross-party Calman commission set up to look at the future of devolution.

It was the clearest signal yet that Mr Brown is willing to see more financial powers transferred from Westminster to Holyrood.

Senior SNP backbencher Alex Neil said it was a welcome step forward, but added: "We have yet to see where the meat is."

And he claimed Labour's defeat in the Glasgow East by-election and the prospect of a repeat result in Glenrothes had pushed the Prime Minister into conceding the principle of more powers.

He said: "He is probably having to bow to the inevitable. He realises Labour is in deep electoral trouble in Scotland.

"If I was the Labour Party, I would go for full fiscal autonomy, where the Scottish Government raises all the taxes in Scotland and, as long as we are part of the UK, contributes to shared services on an agreed basis.

"That's by far the simplest and most effective way to do it.

"But if he is just talking about fiddling at the edges, that's a bit of progress, but nothing like what the Scottish Parliament, the Scottish economy and the Scottish people need."

In his address to the CBI Scotland dinner, Mr Brown also launched a fierce attack on the SNP, accusing the Nationalists of a "bleak separatist obsession".

And he made clear any move on extra powers for Holyrood was to reinforce the Union.

He said: "Be under no illusion about my purpose. Devolution is intended to preserve the unity of the United Kingdom – and developing devolution is intended to strengthen Scotland's place within it." A spokesman for First Minister Alex Salmond hailed the comments as a change of heart.

The spokesman said: "Only last year, Gordon Brown was rejecting all calls for any increase in the powers and responsibilities of the Scottish Parliament.

"Since then, we have had SNP success in the Scottish Parliament election and in Glasgow East, and now Gordon Brown is singing a very different tune."

Scottish Liberal Democrat leader Tavish Scott said he wanted the Prime Minister to talk "the language of home rule". He said: "If he has woken up to the demands for greater tax powers, then that is progress. I want the Calman Commission to be radical, and the test of Brown will be whether he tries to water it down or whether he is prepared to implement real and lasting changes."

Brown has to spell out what financial powers he is prepared to give the Scottish Parliament.

Will it be all the oil revenues?

Then put it to the voters of Glenrothes.

No one likes poliicians but I used to at least admire their ingenuity and guile. This man is so unsubtle. Still, if it gets us what we want which is not having that stooge run us all the better.

#6 I'll remind you that Scotland has had tax raising powers ever since devolution, but never used them. Good go at the standard Sun propaganda nevertheless. Don't let the facts get in the way. Even still, maybe you should sit down and work out what tax you pay in total under Labour, that friendly spendly party that steamrolled through a white elephant of a tram system in Edinburgh that's going to cost £1bn when it's finished (they've not told us that yet), decimate the city centre and serve a whole 5% of the city. A true tram for everyone. There's Labour 'socialism' for you, but they're shutting schools and hospitals. Some people need to bin the old ideological tripe and see what's been happening recently. Some of it's a flaming scandal and as soon as we vote in a govt not attached at the hip to a London-driven bigger brother the better. Ditch the dependency culture and make our own decisions.

actually thats not correct they are not tax raising powers they are tax varying powers.

that means they can go up as well as down. And of course you will agree with me that labour never used them in the whole 8 years even though it was their idea to have them.

Brown has ben very careful not to flesh out any detail on further tax powers. If his past record is anything to go by he will try to placate English voters by pointing out (not in so many words) that they don't have to subsidise Scotland any longer (which is a lie anyway) and that Barnett formula will be reduced to compensate. He thinks this is win-win because he gets English voters onside and Scottish voters may be encouraged to feel they have more "independence". That unfortunately would probably mean independence without oil revenues because he is a tax addict. Beware Greeks bearing gifts!

Firstly Brown has not said what tax raising powers would be transferred to Holyrood,but clearly any taxes transferred will no longer be payable to Westminster.

In the extremely unlikey event that Broon is as barking as you suggest,and is transferring the right to raise taxes in Edinburgh,in addition to those which we are already paying to Westminster,that would be an argument for the break up of the United Kingdom certainly,something that not even Broon would dare to try unless he has cracked up.He is already on a shoogly brig!

It has nothing to do with Socialism in either event.

What this does show clearly is that even just voting SNPcan be enough to get Scotland a better deal !
Just the threat of breaking up the UK is enough to make LONDON suddenly remember we exist and we are demanding a fair deal!
I hope you are taking this in Glenrothes !

Of course the only deal which guarantees that Holyrood has access to all of her own taxes completely, is independence.
Most people in Glasgow East clearly understand this perfectly!
