Cardownie calls for nighttime work to prevent tram chaos

DEPUTY council leader Steve Cardownie today demanded that tram works take place overnight in a bid to avoid further city centre traffic chaos.
There was severe disruption yet again yesterday, with delays of up to 50 minutes for bus passengers and motorists in the Leith Walk area.

Work to paint a yellow box junction at the London Road roundabout had been due to take place on Sunday, but was delayed because of bad weather.

However, despite several downpours during Monday, it was decided to paint the yellow lines shortly after midday yesterday. By 12.45pm, this had caused delays of between 40 and 45 minutes, with queues of traffic snaking all the way down Leith Walk and on to Great Junction Street, and also towards St Andrew Square and along London Road.

Delays continued throughout the afternoon on buses, which were unable to recover from the knock-on effect.

Cllr Cardownie, the SNP leader in the council's ruling coalition, said he planned to raise the issue with TIE, the firm behind the tram line.

He said: "This is shambolic. There is a complete lack of common sense. There's a lot of traffic on that roundabout, which is one of the busiest junctions in the city.

"You can't start mucking about with it on the first day of a business week. It's illogical.

"There's no attempt to make sure things pass off smoothly – it's like someone actually wants to wreck the city's transport network."

Cllr Cardownie said roadworks were often carried out at nighttime on the continent.

"You may have to pay workers a bit more, but the impact on traffic is negligible," he said. "I would rather that was the case.

TIE is forced to follow a strict code of construction practice, which is currently designed to avoid late-night noise for residents. The document would have to be redrawn in order that regular nighttime work could be carried out.

Normal working hours are 7am-7pm Monday to Friday, and 8am-1pm on Saturday. However, the council can grant permission for work to be carried out at weekends and in the evenings if required, with Sunday working hours set at 10am-6pm.

A TIE spokesman said: "The control of working hours is important for residents and the likes of hotels and B&Bs, and these are clearly stipulated in the code.

"In planning its work, TIE balances these impacts against the demanding construction programme and its budget."

Yesterday's works were temporarily suspended at 1.10pm, and traffic started to clear by around 1.45pm.

According to Lothian Buses, workers were back at 1.50pm, immediately causing delays of between ten and 15 minutes.

A spokesman said: "They finished at 2.10pm. At 3pm, buses were running up to 50 minutes late because they hadn't recovered."

The TIE spokesman added: "Lining work that was being carried out at the top of Leith Walk was halted early in the afternoon to allow a small build up of traffic to clear.

"The work, which will form part of the traffic management plan in that area, was completed once the traffic had cleared."

I wonder if the people living along the route want the work carried out at night. Why not extend the working hours from 7am-9pm Monday-Saturday, and 9am-1pm Sundays? That gives them 23 hours more each week and might be acceptable to residents.

The terms of the Code of Construction Practice can only be amended to improve, rather than relax its restrictions. I doubt whether those living on the tram route would agree that overnight working would be an improvement.

Extending working hours is a sensible idea. The British workforce general do no work during the weekend. If it was in any other country, they'd be working through the weekends and into the night.

Here we go! Making it an overnight venture will mean it costs more money as workers will be getting compensated for working during the night just getting the same work done that would be getting done during the day.
So we have this ADDITIONAL COST plus the cost when it goes over budget.
Why was this not a condition right at the beginning of the planss. Oh that's right the cost would have increased before work actually started. They had to keep it down as much as possible.

Lothian Buses 15 minute delay = TIE small build up of traffic so one isn't a spokesperson, one is a lier.

As someone who does live on the street that this is taking place on I'd be happy to see more work actually taking place on the hours that are currently allocated to it.

Putting aside all the serious/funny/ off topic posts made above and the right's and wrongs of having a tram system , anyway, surely it is time to ask a few serious question's of thos running this project .


Is it not incredible that with all the mistakes made by TIE since this project started that no one at senior level has been called to task.
Who made the decision to commence laying a "yellow box" at midday on a "working" day ?
At what level of management does this person work ?
Is there any project management practised by TIE ?
What level of expertise do the senior management of TIE have to handle a project of this magnitude ?

Anyone in "authority " care to answer these questions ?
That's a folorn hope I expect !!
"Heads in the sand " by our esteemed Council comes to mind .

This is just typical of TIE's project (mis)management failures. The roadworks are already months behind schedule with deadline after deadline missed.

TIE just don't seem to be able to keep Carillion on a short enough leash and there don't appear to be any disincentives for breaches of the Code. (Just healthy bonuses for doing nothing more than they should be doing anyway!)

You could always try writing an open letter to Willie Gallagher asking him to respond...

It's bad enough TIE bosses getting a BIG BONUS now they will want paid for working through the night. A couple of Sundays ago we counted 26 workers who were meant to be working on Leith Walk but they were all standing around probably chatting about their Saturday night out and more than likely getting paid double or even treble time for working Sundays. Never mind -bring on the sleepless nights !!!

FOR ONCE!!! I agree with EVERY word attributed to Steve Cardownie. The sheer arrogance of Carillion is absolutely BREATH-TAKING. They seem to think that they can constantly break the law, inconvenience the general public and cause complete and utter chaos with impunity.

I have been watching carefully over the past three weeks at the foot of the mound. They have blocked off the EXTREMELY BUSY bus stop adjacent to the Alan Ramsay statue FOR NO OTHER REASON THAN TO PARK THEIR VEHICLES! Given that they have already totally closed the Mound - could they not use some of the space on IT to park their vehicles? NO - THAT WOULD MEAN THEIR WORKERS AND MANAGERS(!) WOULD HAVE TO WALK A FEW EXTRA YARDS...far easier to force those who have difficulty walking or the less able to trek several hundred yards in either direction.

COME ON CITY COUNCIL - YOU WERE ELECTED TO REPRESENT THE CITIZENS OF THIS CITY - Get off your well upholstered seats and GET CARILLION TO TOE THE LINE...especially when it comes to 'needlessly obstructing the public highway!!!' Everyone acepts that the work has to be carried out but I, for one WILL NEVER ACCEPT the modus operandi of this company who appear to ignore everyone INCLUDING the Civic Authorites.

Then you get SNP clowns - the ones who promised to scrap it - but when they gained power - they failed to put up a fight. Cardownie is part of the SNP machine - so should be thoroughly ashamed on himself - instead of trying to deflect the blame for the problems his party is causing. My point is that the SNP got in under false pretences - and no one believed me. Well you made your bed - now lie in it.

Edinburgh is fast becoming the laughing stock of the UK due to the ridiculous handling of the construction of this unneeded and unwanted tram LINE.

The whole project is spiraling out of control and we already have had clear signs that it is going to run over budget by quite some way.

TIE and the Council are going to be doing all they can, cap in hand, to try and dip into yet more Government funds to complete this monstrosity. Just look at the way they are trying to divert funds from the proposed Borders rail link to see what I mean.

Well I for one hope they fail; I will never, ever be setting foot on a tram in Edinburgh out of principle.

Thing is, I'm pretty sure I won't even have that option as the project is showing all the signs of falling flat on it's face..

#104 - instead of coming on here whinging and moaning - just accept it - the trams are coming whether you like it or not - whoohoo!! The country would be a lot better if folk (like yourself) stopped moaning and be happy for a change - and see things in a positive light. Look at the benefits the tram will bring - reduced buses on the road, reduce car usage, which can only mean a less congested and less polluted city, fit for the future. My glass is always half full - I guess yours will always be half empty.

If this chaos is not bad enough they managed to flood some basements in Constitution Street today including mine.

It's still flooded and will remain so until tomorrow when they will be coming back with the right machine to clear it.

The problem was apparently a pipe that they didn't know was there - but i seem to remember the whole area being scanned and surveyed in order to find unknown pipes.

This whole project is now a scandal.
