'We'll call in the army to clear the rubbish from city'

COUNCIL bosses threatened to call in the army to collect the city's rubbish in a bid to avoid chaos during this summer's Festivals.
The threat came after the unions warned they are considering a walk-out in August – a key tourism month – which would see rubbish piling up on the streets,

It was made during a heated meeting between council chiefs and union leaders which failed to resolve the on-going dispute.

The binmen are working to rule – which is resulting in bins remaining unemptied for days across the city – in protest at proposals to cut their pay.

They say the council's modernisation plans could see them lose thousands from their salaries.

The council today distanced itself from the idea of calling in the military, saying hit had "no plans" to do so.

The threat was made by a senior council official during face-to-face talks on Friday, if the unions pressed ahead with a strike aimed at causing maximum disruption during the Festivals.

The move came after binmen accused one of the council's directors of "pouring petrol on the flames" after writing to workers appealing for calm.

Mark Turley, who receives a six-figure salary as director of the services for communities department, said he was making a "plea for calmness" in "very difficult circumstances."

Binmen face seeing their pay packets hit under plans to change the current council system, in which their wages are supplemented with payments for attendance and productivity.

It is understood the move could see refuse collectors on a basic wage of around £230 a week lose around half of the extra £120 they receive in bonuses, totalling around £3,000 a year. School janitors, gardeners and road workers could also be affected.

One binman, who asked not to be named, said: "They told us if we don't get back to work they would bring in the army to clear the streets. I think they're panicking with the Festival coming up.

"We told them we're going to try and target the Festival to hit them as hard as possible. I just couldn't live on what they're proposing."

He said council bosses had used Friday's meeting to tell them to focus on keeping the city centre clean at the expense of outlying housing schemes.

The council said around 80 per cent of its staff would not lose out under its proposals, which are part of moves to simplify public sector pay structures across the country, with around a fifth of those gaining from the proposals.

Andrea McHugh, head of environment at the city council, said:

"Every effort is being made to ensure that all refuse still awaiting collection is picked up as soon as possible."

A council spokesman added: "We have no plans to request the involvement of the army to assist in delivery of services."

An army spokesman said soldiers would only be drafted in to help with rubbish collections in "exceptional" circumstances, adding they had not been approached by the council.

It is insulting to suggest that troops be used to clear up trash. If there is a surplus of troops available for other duties surely we have too many troops?
Has any councillor ever gone round with binmen? We could do with less non productive members of the population whose stipends could fun an increase for genuine workers.

It's time that council workers joined the real world - they have been feather-bedded for too long by restrictive practices,connived at between Labour and the Unions.

The rest of us have to accept lower pay deals to keep our jobs and we certainly don't get "turning up" bonuses - and are expected to be "productive". If we aren't, we get a formal warning then the sack if we don't become sufficiently "productive".

In my place of employment, we are expected to work additional hours without pay "to get the job done".

That is the real world!

Alternatively, get the Army out onto the streets to shoot anyone seen dropping litter. Or anyone seen using litter bins. Thereby discouraging anyone from taking litter based products onto the streets.

Hey presto!!!! Clean streets, no litter and sack all of the binmen. Save a fortune and our armed services get invaluable shooting practice.

If the MoD do agree to the use of troops to clear rubbish (which is highly unlikely) I suspect that the council will be invited to contibute to the wages of the men and women involved---and soldiers earn a great deal more than dustmen.

What everybody must appreciate that the worst economic recession in 100 years does not effect Public Sector workers.

Whilst millions in the Private sector are taking pay cuts or losing their jobs and their houses, the Council workers must get pay increases and PLEEEZ don't even suggest that they give up the nice final salary pension schemes that the taxpayer cannot afford to pay!

The Council bosses are the problem here.

1)£800m of YOUR ££££ on the trams, that happen to be 2 years behind schedule. What will the total be?
Oh, and this is for ONE line instead of the planned 3.

2)Congestion charge. They dug up the entire city centre, put up all the new signs, at an incredible cost......then they got a "no" vote, and had to re-do the whole operation. Who paid for that?

3) Hollyrood. No further comment required. What was the final sum? Doesn`t matter as YOU paid for it.

4)Edinburgh Festival. This city doubles in population, with tourists and fat wallets. THIS is why they are scared..the biggest annual income this city knows, and they are going to make 2009 the FESTIVAL OF RATS AND GULLS.

5) Now there are some FACTS.
Who wasted the money????
Who paid this money????

Yet they try to hit the lowest paid with what amounts to a 30% wage cut. In the middle of a deepening reccesion?

Go on the Council workers. You have them on the run.

WHY should these workers lose payments ,at anytime now and in the future, because of errors made by past administrations ?

It's ok for Mr Mark Turley to say calm down. He is not the one who is losing money due to this shambles. I would suggest he takes a 30% wage cut now if he thinks people should calm down. If he has a 6 figure sum for a salary then it should be cut.

The reality of life is -

The Private Sector generates the wealth through Corporation and Income tax to pay for the Public Sector (Police, Teachers, Council workers, etc)

We are in the middle of a massive recession where private companies are going bust and their employess are losing their jobs or at best taking pay cuts and losing final salary pension benefits.

The end result is that the private sector taxpayers cannot support the level of salaries and pensions currently paid to Public Sector workers.

In short EVERYBODY has to take their share of the pain or the country goes totally bust.

Add to that that any pensions accrued would now be paid at the new rate. 30% wage cut = final salary pay cut.

The coucil employed "Pinnacle" at a cost of countless millions, to sort out this "Modernising pay" only to sack them 2 years later, let`s just say, they failed..........again........and WHO PAID FOR IT?

30, you seam to forget that it was private sector workers that has caused the economic mess we are in at the moment and these same private sector workers that have been getting larger salaries, annual increases and bonuses for years.

Public sector workers have continually been paid less than similar jobs in the private sector and had bellow inflation increases for years - the justification being that they have a final salary pension.

Would you rather see all public sector work handed over to the private sector to run?

Just to clarify a few points.

It is only the low paid manual and craft workers that are losing money. Most managers are gaining by up to £5ooo. This is not saving edinburgh tax payers money it is simply redistributing it to those who need it less and probably do less for it.

One of the reasons the binmen are pis@ed off is that the people that are telling them that they are losing money are the same managers that are gaining through the process.

How would you feel if your boss told you that you were losing £6000 but he was gaining £5000? Pretty sure you would be piss@ed of as well.

The usual Union spin is that the public sector workers get paid less that the private sector has been proven to be totally incorrect. Trade and Industry data released last year confirmed that public sector workers in similar job positions were paid on average 1.8% MORE than the private sector - FACT!

This period reminds me of the 1970's where the public sector workers and others were forced by the Labour Government to take wage cuts to pay for the slump caused by the economic crisis (mainly caused by the Oil crisis)

It ended in the "winter of discontent with 1000's on strike, bins uncollected and the army scabbing on the streets.

The Tories came to power, we had 5 million on the dole and 18 years of Tory austerity which introduced Thatcherism, poll tax etc. and a right wing Labour government. Will we learn the lessons this time?

At present strikes are on the increase -but the workers are winning them ( Lindsay). If the Tories come to power thay have promised 10% cuts all round - but they admit that they will probably be the most unpoular government ever.

Will there be a revolution for a fundemental change in our society?

Watch this space.

#11 big T - No! the 1970's cuts were right across the board. It was called the social contract ( or contrick) and was brokered by the Labour Governemnt and supported by the CBI , The engineers employers federation etc and covered the private sector ( you can read about this on the web)

However, the public sector workers were among the most organised through their unions and used this as a means for struggling on behalf of all workers.

The power of the workers is very strong but is let down by weak leadership.

It's the last Labour administration who got us in this financial pickle. Go and search old Evening News back issues and you'll find that they were very economical with the truth about the economic black hole they were in, and signed off the trams the last day before the election. (and tried to push through Caltongate, etc).

The banks (largely, our homeboys RBS and the then HBoS) causing a recesssion hasn't helped either.
But you go-on, blame the workers faced with a 30% pay cut for all the mess.

National and local government can call upon the Armed forces to give aid and assistance under powers of Military aid to the civil powers/communities/authorties which has included over the years covering for binmen strikes,firemen strikes,ambulance strikes,help in times of flooding,help during outbreaks of disease such as foot and mouth,etc,etc.

So to 106,to comment that the army were and I use your quote "scabbing" during the winter of discontent you could not be further from the truth.

As one poster has commented why not use those who are unemployed or even better those who have community service orders to complete as a stop gap until this dispute is resolved.

The use of the Armed forces can happen but it will only be as a last resort because just in case some of you haven't noticed they are a little busy making sure we all sleep safely at night by sorting out the taliban.

slick21, ok so you are a skaffie, no biggy eh? but by saying walk in their boots???? i am a coach touring driver, people think that coaches clean themselves, after a very very long three days driving and guiding (head mic,legal) up at 5 am, cleaning coach,toilet windows washing inside and out lifting heavy luggage being cheery all the time no matter what day after day 11 months of the year, no holiday pay,no pension, perks...yes! but i work damn hard for them! i have NEVER had a bad report sent to any company that i worked for! try cleaning a seat that someone who thought they needed to pass wind but followed through kinda wet! or clean a toilet chemical, that is bunged up with womens sorta things! rubber gloves work fine....ermmmmmm aye right! but still a smile on my face and alway pleasant, thats my job! if i was like you lot, ie=binmen and complained easy choice, change job, there are vacancies at the eri for brain surgeons etc! get a life and get into reality. the real people of edinburgh are piddled of with lazy arrogant ignorant alkies working the streets! there is NO answer to that, you applied for the job, no doubt through an insider, you take the advantages and easy money,when push comes to shove you have to accept that good times have gone and you have to start earning your wages!

The Army no longer has the man power to do this.

With the Public Finances in such poor shape and the ageing population, final salary schemes will go, like they've gone or are going in the private sector - going on strike won't change that. All it will do is make the council poorer - less holiday makers will go so less money spent in the local economy; bin men will lose wages and make the place a health risk..

If the council staff are determined to strike over this then management should address all the issues that waste money.

Cut wages

Reduce the number of staff

Remove final salary pensions

Work a full week ( no early finishing )

Cut sick leave

The Binmen are not the only ones to have their wages cut, Office workers have had their wages cut already.

So why are the cooncilers no gittin their wages cut they are well over paid and it seems the more mistakes they make the higher the wage, yet if it is a common worker they are sacked.

End of the day the binmen signed up to the wage with also the bonus scheme, im sure bonuses are paid if you make the criteria to get paid this? Let me guess, they think it should be paid regardless with "attendance" bonus and the like....i have to turn up to work, or i get the sack...

But, i think they should improve their basic wage and take it from the fat cats at the top!

I have a far better idea. Let's get all the city's MPs, the bankers - particularly the bailed out ones at RBS and HBOS and all the teenage baby factories or their partners (that's assuming the chav ho-bags know which one of the 10 smelly sink estate rats got them pregnant in the first place!) and make these worthless scroungers do a real day's work for a change and give them the bin-men's pay to boot.

As an ex 'bin man' I have sympathy with their plight, but I do think that we have some of the worst littered streets I have seen. Walk along Forth Street when the bin bags go out and you will see carnage.

That is not the fault of the bin-men, but of the idiots who control Cleansing. Could we not have funded the essential serives of the city, rather than line the pockets of the construction companies building an unwanted and laughable tram system (one line)? Visit Stockholm, Milan, Berlin or almost any other major European city and you will see great tram systems that take you around the city. Here we will have tourists standing amongst the rubbish and roadworks while trying to enjoy a festival. Pay for a clean city, but also organise it. I have to laugh every weekend as I see the road sweeping wagon driving along the kerbside, cleaning the road -- except that it cannot get near the kerb for the parked cars. The city is sending out such lorries to clean, when they plainly do nothing except drive. In most European cities they will have a 'no parking' notice up for a half day every week -- so they can clean the streets efficiently and cost effectively.

Pay for a clean city, but use the financial resources sensibly. THe army are fighting a war in Afghanistan. Let them do their job -- a rather tough one -- and get our thousands of petty criminals to keep our streets clean. There must be at least one offender for every street in Edinburgh. Assign them to keep 'their' assigned street spotless.

Imagine considering wasting army time to cover up ones uselessness. What an insult.

Okay, maybe the binmen get to keep their bonuses etc but in return tax paying citizens in the private sector who have had their wages cut because of the recession get a reduction in their council tax bill. Oh yeah, that doesn't happen, does it, we're still expected to fork out the same amount each month to the cooncil regardless of how stretched circumstances make things.

And what the hell is an attendance bonus? If you have a job you turn up to do the hours you're contracted to do, you don't get extra just for turning up for work.

What can you say: about all the chocolate tea pots that are complaining how they had to take a pay cut and work longer hours. How about: Get a back bone, stand up for yourself. Dont start moaning about people that are standing up for there self, because of muppets that can't do a job they are paid to do, so waste millions on bigger muppets to show them how to do the job and still can't get it right

No, sorry, you're not getting the last word no matter how late you stay up GT.

You cannot blame thew binmen for having to wheel the bins or use hydraulic lifts, it's called progress. Technological advancement is all about making life a little easier and less dangerous. They still do a filthy job removing your waste day in, day out. Would you do it? Could you? I think not.

They are not parasites, their bosses are. They get a pay increase while our hard working cleansing operatives get a pay cut.. a huge pay cut. Sure, many in the private sector are taking cuts too but what percentage? How far above the breadline does it leave them? Honestly, our binmen and other cleansing department employees are being shafted royally with this. The people you SHOULD be ranting about are the people at the top of the council foodchain, the ones who are gettiug a pay increase.

Now, get to bed, it's late and you're getting fractious. Gnight :)

I don't care who picks up the rubbish, but it's a bloody disgrace out there. Rodent, avian and human vermin are feeding off the rotting bins on the high street and grassmarket (my walk home) as I type, and the stench is sickening. I pay my council tax, and I expect the city to be clean. Call in the army, criminals, or new recruits. Just get it cleaned up before it becomes a real health hazard and a much bigger economic problem through lost tourism.

Street cleaners have a filthy and thankless job, but do it without complaint in all kinds of weather, for very little money, how many of you people posting derogitory comments about "our" binmen and street cleaners, would go out and do their job for the pittance they earn, NONE, so get a life and direct your anger at the people who deserve it."THE COUNCIL"

The council has no authority to call in the Army anyway they are busy in helmand province and those back here are spending time out with their families and thats where they should be untill their next tour not cleaning up rubbish maybe the councillors would like to go to helmand in their place-- thought not they havent the guts same goes for them in the parliament
