Published Date: 25 June 2008
LABOUR leader Wendy Alexander broke parliamentary rules by not declaring donations to her leadership campaign on Holyrood's register of interests, the Parliament's Standards Committee ruled today.
The committee ruling followed a five-two vote, said convener Keith Brown.

After hearing a letter in which Ms Alexander said she had acted in good faith, and on the advice of officials, the committee went into private session to consider what actio
n to take.

Today's finding by the Standards Committee was the latest twist in the affair that began with Ms Alexander's successful campaign to succeed Jack McConnell as Scottish Labour leader last year.

A complaint was laid with Holyrood standards watchdogs that she had failed to register within the required timescale in her register of interests, ten donations above the £520 value made to her leadership campaign.

Delivering today's written rule by the Standards Committee, convener Keith Brown said Ms Alexander sought advice from the Standards Committee clerks on November 8, and was told she did not need to register the donations.

But Dr Jim Dyer, Holyrood's Standards Commissioner, sought legal advice and concluded the donations came within the scope of the legislation on members' interests.

"The Standards Commissioner concluded that although she did not have direct ownership or control of the campaign funds, Ms Alexander had a beneficial interest in them," said Mr Brown.

"He concluded that a fair-minded and impartial observer would consider that the interests could influence a person acting as an MSP or give the appearance of prejudicing that person's ability to act impartially," said Mr Brown.

The Commissioner ruled that her failure to register the donations within the set timescale amounted to a breach of the Interests of Members of the Scottish Parliament Act 2006.

The Standards Committee agreed with that conclusion by a majority of five votes to two, said Mr Brown.

Before sitting in private to consider sanctions the Committee heard a letter written by Ms Alexander.

This said she had always acted "with the utmost faith" at every stage.

After sitting in private for half an hour, Mr Brown said the committee would continue its consideration "of sanctions or otherwise" tomorrow, again in private.

Not a good sign for 'leadership' qualification when she has to 'ask someone else' about a simple matter of legal and acceptable 'donations!' I thought such as decision making was supposed to be a strong and important ‘bartering’ point for Politicians - especially when negotiating salary and other monetary benefits they ‘deserve!’

I cannot help thinking that the rules must be already laid down for such matters, and it must be considered 'poor leadership quality' if she is not able to interpret them properly - presumably fairly simple rules I imagine - being probably of necessity in such matters!

If she had any doubts, surely, with all the 'bad' publicity the Politicos have already had in the past on such matters, the obvious thing would have been to 'declare' them, if for no other reason to ‘avoid such publicity' - unless of course, she was embarrassed, ashamed or whatever, of whoever had donated, for whatever, and if, as she implies, was so concerned to do the right thing, as I hope she would be (Yes! I know it's difficult for a Politician to decide right or wrong!) complete declaration (unless dodgy!) would seem to answer all of the problem!

Thank goodness she is not likely to be faced with a decision on something as important as a National problem, if this is her idea of Leadership - and, in case she ever is faced with such a matter, which heaven forbid - ‘What then, and who, Wendy?’ - I arsk yer?

Are we now to experience 'the Watchdog' break another rule by awarding 'No Penalty' to her over this matter, and if so, what is the use of rules that, when broken, whatever the reason, allows a 'Let off!'

Seems, if this is the case, then they must have joined the current 'We are not Bovvered' society - as fully paid up members!

What an incompetent useless jumped up gesture politician.

Like most of new labour, no substance either professionally or personally. It is what THEY can get out of it.

LIES: Fund raising
LIES: Big shot management consultant
LIES: Big brain!!!
LIES: Has policies for Scotland
LIES: Is competent

Makes you despair that someone so useless can get as far as she has without being found out sooner.

She and her cohorts are refusing to acknowledge any wrondoing and for this reason she should be given the maximum possible sanction.

Surely this whole sordid affair is cause for her resignation. If she has any shred of integrity that is !

I don't think this will happen because the committee who will decide her fate are made up of seven people only two of whom are Labour.

Right. So she's been found guilty then. And she's still leader of her party? And her strange mouth will still be on the telly in the future? Get them all a proper job. She's as bad as Harriet Harman with her Inequalities Minister post. I cannot believe these people are in any position of power. Its just as well Wendy is not in charge of the country and Salmond is. I can't imagine her being able to run the country as well as he has been since he took over. And i stress that i'm not a politics fan. At all. Its just that anyone that has one iota of common sense has a proper job and not a job in politics.
