Closing crèches because they are badly run is an outrage

Edinburgh Leisure management is incompetent, says Jo Howlett.
EDINBURGH Leisure claims the crèches in its sports facilities require a £13.71 subsidy per child and that this is why the crèches must close.

I'm sure there are many people wondering, as I did, why the subsidy is so high when typical childcare c
osts are £4.50 to £5.50 per hour. Furthermore, why does the subsidy per facility vary so widely from £5.41 to £15.70? Is Edinburgh Leisure running a well-managed organisation if it is more expensive than private gyms?

The answer is simple, the crèches are seriously mismanaged with costs out of proportion to income. Edinburgh Leisure senior management and the council are using their financial mismanagement as a reason for closing them. Edinburgh Leisure has misled us about the subsidy. It did not include in the income figure any amount for membership fees paid by crèche users. Membership fees are £41 per month typically. To then use this misleading figure as a reason for closing a socially important service is bad practice.

However, even with a proportion of this amount included, the subsidy figure would still be significantly higher than the amount private gyms charge.

The problem with the crèches is two-fold and simple:
• They have three members of staff working, regardless of the number of children.
• The crèches are not working to anywhere near capacity.

Fortunately, the solution to this situation is simple:
• Market the crèches.
• Operate the crèches properly, matching staffing levels with demand.

Sceptics may say, close the crèches if they are under used. I would agree with them if the crèches were marketed properly, but they are not. The Edinburgh Leisure crèches are one of the best kept secrets in Edinburgh today.

Private gyms operate crèches because it makes commercial sense – increased daytime users increase their off-peak income. Edinburgh Leisure fails to understand this to the detriment of its business.

It states that Edinburgh Leisure is not in the business of childcare, thereby failing to maximise its income.

The closure of the crèches is symptomatic of a wider problem. Despite being an arms' length company, making losses and cutting services seems to be the default management behaviour.

Edinburgh Leisure's mismanagement of taxpayers' money slides inexorably to another cut in services with no attempt to ask the obvious questions and make changes.

This is why the closure of the crèches is important for the whole community. We need to stand up to the council and Edinburgh Leisure and make them take responsibility for their inaction. There needs to be a thorough investigation into the financial and operational practices at Edinburgh Leisure.

Lets say that we have a mother who wants to use the creche for 3 hours per day Monday to Friday. (Clowncillors will have to get their officials to show them how to use a calculator at this stage. The numbers are too big for their normal way of counting which is fingers, then taking off socks and shoes when it gets difficult.)

Edinburgh Leisure’s supposed subsidy
13 x 2 = £26 per day. £26 x 5 = £130 per week. £130 x 52 = £6,760 per year.

PLUS Parent’s Contribution
£5.80 x 2 = £11.60 per day. £11.60 x 5 = £58 per week. £58 x 52 = £3,016 per year.

Now we add the £3,016 to the £6,760 which gives us a grand total of £9,776 per year that Edinburgh Leisure says it costs them to provide childcare for their users.

Where all these figures fall down and are shown to be lies is that you can put your children in to the nurseries at:

Cargilfiled School for £3,556.70 p.a.
George Watsons for £3,291 p.a.
Edinburgh Academy for £3,960 p.a.
So you could send three children to George Watsons School nursery for less than the price of one child to Edinburgh Leisure’s creche. Why did none of the clowncillors bother to check out lying Edinburgh Leisure’s figures? In the unlikely case of Edinburgh Leisure’s figures being correct, then why does it cost Edinburgh Leisure three times, or almost three times, the cost to look after a child than it does George Watsons, Cargilfield and Edinburgh Academy.

Do your figures for private nurseries include/exclude the money that the state pays for over 3's that attend private nurseries? i.e, my daughter attends nursery full time (10 sessions a week) this costs me just under £10K but I get £1500 back a year as she isn't taking up a space at her local school/state ran nursery.
I'd also like to know where you got your figures from, most private nurseries I looked at were pretty hesitant about taking on part-timers so are your figures pro-rata or actual quotes from the nurseries themselves?

Speedy. I never got the figures. They came from Edinburghsucks.com - I have just gone to the three schools' websites and those figures are just taken from them. It does seem as though the schools have places for either morning, afternoon or all day.

If the creches break even they should be kept open but if not close them down.
I do not want to waste money on losing enterprises. Try getting your husband to look after the child.
Time management classes would also be a good way to spend your time.
Your child, your responsibility!

Whether you think the creches should stay open or not, isn't the point that if EL mismanages the simple creches, what else are they mismanaging? Services and facilities are being cut, is it because they are simply not running them propoerly?

Well said tut tut. It seems that is the article. Looking at the prices I tend to agree with the journalist. We were reading last week how the climbing centre has lost 1m pounds in the last year. How many climbers use that lemon of a building? I know for sure that they will have to completely replace that plastic roof within the next 2 years because a friend on mine has just done some repairs on it and told them that if there is serious winds soon the roof will end up on the airport - it will have to be replaced.

I also noted when I and my wife were out there on a council away-day neither of our mobile phones had any signal. White elephant that the council paid millions for. EL are also going to be running whatever is new at Meadowbank into the ground as they have in the other facilities.

The council need to be made to account for their management but lets shut these cash losing creches whilst we talk about it. This is a cash guzzler that is eating money while be debate if the are being run properly.

Everybody and their friend knows that edinburgh leisure couldn't run a raffle. Wasn't half the senior management fired for lying on their CV and it was covered by this newspaper. They have also closed most of the tennis courts and the putting greens in the city because they didn't know how to run them

Look out at the Industrial Tribunal soon when their mismanagement will be brought public.
