Bosses slated for weakness in leadership

COUNCILLORS in Midlothian were criticised in an official report today for failing to provide strong enough leadership.
Audit Scotland's report for the Audit Commission said Midlothian council had been largely "officer led".
It said the council had an ambitious vision clearly based on an understanding of local needs, but added that the council's service performance was mixed and needed to focus more on achieving "best value".
Although the report praised the council for investing heavily in school building and new affordable homes, it still the council also needed to improve below average educational attainment.
The report added: "Members need to exercise more direct influence on the strategic direction of the council.
"Relationships between officers and members are constructive, and members have in the past made some significant decisions.
"However, the council has been predominantly officer-led and members could demonstrate stronger leadership in best value and continuous improvement."
Midlothian council leader Derek Milligan said: "We will use the relevant audit findings positively and continue to improve the way we do things and build on our significant successes."
