Owners furious as factoring bill doubles without warning

A GROUP of residents have been hit with a huge bill after their factoring charges more than doubled without warning.
Homeowners in the Gilmerton Road block say their usual charges are around £120 per flat for three months, but their most recent bill rose to £250.

They have written to demand an explanation from factors Hacking and Paterson, who they said had not
consulted them on works.

Their complaint comes as the Office of Fair Trading carries out an investigation into Scottish factors, following complaints from the Scottish Consumer Council (SCC), which says there is a lack of transparency and competition in the market.

Douglas Wilson, 28, who runs a car valetting service, is one of the residents on Gilmerton Road.

He said: "In between bills there's no contact at all from the factors, so they don't tell you that they're going to be doing work or ask if we want anything done.

"On this bill, up pops £907.32 for clearing the gutters, but you don't know that the gutters have been cleaned, so you don't know to budget for it. The gutters are well above any tree line and it's not a leafy area anyway.

"The stairs are always the same and sometimes they take £220 for stair cleaning and sometimes it's £280. It makes me angry because it's not them that's footing the bill."

He said the company had made a number of other charges for repairs that the residents were not aware of.

Policy manager at the SCC, Jennifer Wallace, said: "Our research has shown that communications between property managers and the people they serve are often poor.

"Too many people are going through unnecessary stress because they're either in dispute with their property managers or aren't being told what's going on.

"This is not an isolated case. The number of householders unhappy with so many different property management firms led us to take our concerns to the Office of Fair Trading. In the meantime, the Scottish Government is developing an accreditation scheme to raise industry standards."

David Kingham, director of Hacking and Paterson, said the block's regular bill stood at around £130, and added: "The clients should know that there's gutter clearing carried out annually at the property which is all part of good maintenance. An annual inspection of the roof anchor is also part of health and safety guidance.

"Other smaller repairs would be things that the residents themselves will have asked for. Our factoring fee actually only increased by £1.50 a quarter in February."

Mr Kingham suggested that the residents set up a group to improve communications. He said: "We have to act on behalf of what we see to be in their best interests in the absence of specific instructions.

"By all means we would love to get together with the owners and find out what we're not doing for them which we could be."

Don't get me started on Factors - they are a license to print money that lot. On of the primary reasons I moved from my flat in Leith 4 years ago was due to the complete incompetence of the factors. They think of a number, double it and send through an invoice for work which was clearly not carried out.
My current factors are equally pathetic, yet the law seems very shady on what can or cannot be done to bring them into line. They must be laughing all the way to the bank.

Instead of whinging about it, the residents should get together and form a residents committe, ditch the factors and self-factor.

£907.32 for cleaning gutters sounds a bit steep!

You'd have to be a pretty prize mug to pay that without querying it.

These bills are easily checked out, and if the factor's at it, it's fraud.

Are they allowed to do this?
AFAIK, once a factor has been chosen, they remain until they chose to leave or are forced to if their work is not up to standard.
I only believe this as I live on an estate made up of mixed houses/flats. Those who live in the flats pay a factor charge to agents chosen by the builders, This covers basic maintenance/cleaning and gardening of the shared areas. However, those who live in the houses pay nothing, even though they benefit from the shared areas being maintained. Some residents have tried to get the factoring fees changed so that those who benefit pay their fair share but the agents aren't budging. Our local councillor was informed of this and admitted it was a major problem in Edinburgh.
As long as the agents do what is asked of them, they can more or less charge what they like.

#6 My daughter lives in Bathgate. Her house is not on an estate but according to the factors she is supposed to pay a contribution towards grass cutting. Strange really, as the only grass anywhere near her is in her back garden and the only bushes are at the front of her house which she and the other two neighbours maintain.

I can't even pretend to understand how these companies can get away with stuff like this. I lived in my husband's flat for a couple of years, and could never understand why the concrete steps in the tenement actually had to be washed as often as they did and why the bill arrived and we had to pay it completely unchallenged.

We're in a house now - the only ones robbing us now are the council!

We formed a residents committee, got rid of of the appointed factors and have been self-factoring ever since.

Twice the quality of service for a fraction of the cost.

Perhaps it's time for these companies to be regulated? or are they? I've always been wary of 'Factors' (what an archaic term!) since I saw the lack of upkeep and evidence of an intermittent lift in a building down on The Shore a few years ago. I made a decision then to avoid them wherever possible. I have a friend in Leith who has discovered that not everyone in his stair is charged the same amount by them, even when all of the flats are of the same area.

Although in a non-factored stair, I wish I could get the other owners in my staid to help with the cleaning. You'd think with people owning property, they'd show some respect for it and keep it clean.

I live in a modern block two-story block with two households on each floor and one on the ground. The ground flat is occupied by a sprightly widow, and between herself and I we keep the stair/windows/vestibule and outside flagstones clean and painted. No-one else in the stair helps out, not even when, a few years ago, I circulated a note asking for thoughts on the implementation of a stair cleaning rota; not one of the households even had the decency to reply. Seems that active cleanliness is above some people.

They are total con artists !!!!

When i lived in a flat i tried to get rid of these factors but one of the other residents said 'if you can't afford to pay the factors fees you shouldn't be living here'!! ha ha what an idiot!! I could afford the fees but had a issue with paying well a over the odds fee to a terrible company who did nothing, never returned calls and when they did do something they charged a ridiculous ammount !!
They never got quotes for everyone to they just used the contractors they had a deal with !! Friends living in a bigger more exclusive building with a lift and grounds 3 times the size and they paid over £100 less a month for a far far superior service!?! Why the other residents couldn't see that they were being conned i will never know !!??!!
Surely our money is better off in our own pockets rather than in the pockets a dodgy factors just cause we could afford to pay it !?!

If these people are crazy enough to pay these fees then these guys will continue to making loads and loads of money out of them !!

After constantly complaining that the pillars in front of the flats had not been painted for 2 years i had to take it upon myslef to do it ...If the factors got off their lazy behinds they would see that they currently have one painted and one not.. They charge £900 for gutters but cant get out a tin of paint!! Scum of the earth.
