Flats go up in world after a £3.4m revamp

THEY had been branded among the ugliest buildings in the Capital.


But a £3.4 million makeover (pictured above) has transformed the Dumbiedykes estate into homes more befitting of their location a stone's throw from the Scottish Parliament.

The formerly drab grey exterior (below) of the Lochview Court and Holyrood Court high-rises has been replaced with eye-catching green and white finishes. External insulation tiles and new roofing have also been fitted to the flats, while stairwells and walkways were redecorated, asbestos removed from communal areas and new handrails and decking fitted to balconies.

The scheme marks the latest stage in the transformation of the estate, which began in 2003 and followed an earlier proposal to demolish some of the low-rise housing – which residents successfully fought off.

The external insulation is more environmentally friendly as, along with the double glazing, it will help cut heating costs and reduce the need for future repairs.

The council provided the majority of the funding, with British Gas funding part of the insulation costs.

After detailed consultation on colour schemes and designs, work began in December 2006 with the support of the buildings' tenants and homeowners.


Liz Walker, a spokeswoman for the blocks, said residents were thrilled with the revamp.

She said: "It is looking absolutely beautiful and I'm sure every resident is very happy with how the buildings look now. It's been a long time coming but the workforce have done an excellent job."

Colin Taylor, a senior surveyor in housing property services, said: "These improvements will have added further value to the properties and made them more attractive to tenants and buyers. This is the 17th time the council have completed renovation work on city flats and the residents are very pleased with the results.

"We are in negotiations with residents in other flats in Edinburgh to carry out similar work."

The Dumbiedykes estate consists of 650 homes designed and built between 1959 and 1964 by the city architect's department. Eyebrows were raised in 2003 when the scheme was included in the 'Architectural Map of inner Edinburgh' commissioned by the then Scottish Executive.

These flats and the whole area are an absolute disgrace and an embaressement to the City of Edinburgh and its residents. These should have been demolished years ago and replaced with proper flats. They are as dodgy as ever-you would not want to walk round there after 8pm!

Well, they look a lot better than they did before the had the new cladding installed. Why green? I think the options were blue, red and green. I assume that a lot of Hibees stay in the scheme ;-).

At least the people who've bought the flat's will now have some hope of flogging them.

The residents of Dumbiedykes have managed to get the council to take responsibility as landlord and fix things ...well done to them all who wrked hard at pushing the council to do what should have been done years ago....now the council need to give them back the funding for the great community facilities (the ITcentre) they developed to help resident get work and training and provide support and activities for the elderly and families living there,

So OK - the tenanats are thrilled - but what about the homeowners?

In some parts of the country, those who bought homes in blocks such as these were then landed with hefty bills to pay for their share of improvements. More in fact than they could afford, so have had to move out...

Couldn't care less what the jealous and envious critics think of Holyrood and Lochview flats. As we sit on our balconies, with the panoramic views we are quite happy with the transformation. If those who are so critical of the flats just stay well away from them they won't be so upset - and that will make many residents of the Dumbiedykes even happier.

Its amusing that the rich punters in the luxury flats have to look out on Betty's neebers having to scrimp and scrape to get by. But the last time i walked through that area it seemed to be populated by mostly assylum seekers shoving prams than the local neddery?

Some of the flats should be reserved for the use of our MSPs while they are away from home doing their bit for our country. So many advantages for our MSPs:
No need to have the hassle of purchasing a property
Short walking distance to work - no buses or taxis
Would get the opinions of the common people
Could dash home for lunch
Family could be accommodated

The advantages are manifold!

Ignore the derisory comments from the pea-brained above. I think the refurbishment is an excellent improvement. If there is blame, it's the landlord for letting the buildings become so shabby in the first place. There are many landlords and private owners throughout the city who are neglecting their properties. Many addresses in the New-Town are a disgrace, black with soot, unpainted windows, sordid & squalid entrance hallways etc.

Presumably you and many others know a number of people who live in this area to pass such derogatory remarks...or are you just full of the usual prejudice. The few people I've met in these blocks have been perfectly pleasent.

I do agree though, they probably should have been knocked down and they do spoil a beautiful view.

The Councils judgment on these matters is exemplary - never have I seen money put to better use to renovate these historical buildings better than saving a primary school or some rot like that ... the only better thing that the money might have gone to is giving the council workers even more salary/pension or better still have you any idea how many made up jobs you can create for £3.4 million -- yup, that's right 4 ! (once you've gone through ALL the 'correct' and PC channels of course!?) ...

Colin Taylor the surveyor summed up why the council have spent £3.4 million - the flats have increased in value - Indeed they have; some of these flats are worth in excess of 50p now ....

Well done Edinburgh City Council you are about as useful and pleasing to humanity as thrush or MRSA ....

What a transformation! I would never have believed it was the same building looking at the pictures.
What is the point? The residents (minority) are responsible for the state it was in previously and unless those morons have been moved away then it won't be long before it looks like a tip again.
