A US Army program in which soldiers pay cash to Iraqis to help with expenses has spent $2.8 billion in five years.
The Commander's Emergency Response Program (CERP) was intended for short-term humanitarian relief and reconstruction. The manual laying out the guidelines for the program is called "Money as a Weapon System," pointing to the effectiveness of cash in winning over Iraqi civilians.

yes!!but how much are they getting out of it with all that lovely oil,?
are they seriously trying to tell us they are so generous?
I don't trust the Americans one little bit!!!!
