City's £500m new town is sunk

THE future of a £500 million new town on the edge of Edinburgh has been thrown into doubt after the lead developer pulled out.
Almost 5000 new homes, schools and industrial units were to be built on the former Monktonhall Colliery site in Midlothian.

But now Miller Group, part of the Shawfair Developments joint venture with the City of Edinburgh and Midlothian councils, has exercised a "get-out" clause as a result of the credit crunch. It decided that there was no point in speculatively building new homes due to the depressed housing market.

The move is likely to mean further delays for the development, which spans Shawfair, Danderhall and Greendykes. The councils bought 500 acres of mainly agricultural land 12 years ago to create the new community.

Councillor Gordon Mackenzie, the city's finance and resources leader, said it would be difficult to attract another developer in the current conditions. He said the move would mean further delays, although they were keen to build affordable housing on the site.

He said: "We will be talking to Midlothian Council about finding another partner, but I wouldn't expect there to be any immediate moves to develop the site. There are certainly going to be delays.

"We will have to go back and look at the planning requirements for the site. There were significant planning burdens put on it which makes it more difficult to develop."

He said they could use affordable housing money from the Scottish Government to keep part of the development moving forwards.

The master plan for the site had included two schools, two office parks, and industrial estate and public transport links including a railway station.

The total cost was expected to be £100 million, with a saleable value of £500m after about 12 years.

Rhona Brankin, the Labour MSP for Midlothian, was reported as saying: "It's hugely disappointing from the point of view of the Midlothian economy. This is a really important central plank of economic development in Midlothian and was to provide high quality housing and the potential for many more jobs."

Miller had a 25 per cent interest in the project and had intended to build about a quarter of the homes, tendering the rest to other developers. The two councils have agreed to pay back the developer's investment sum, thought to be between £1.5m and £2m.

Phil Miller, chief executive of Miller Development, said: "Miller Group has been pleased to have worked closely with both councils over a number of years to advance the Shawfair development.

"Our interest in the joint venture expired at the end of October 2008 and in view of the general market conditions, we concluded we would not review our interest. The project is not viable at the present time and our involvement in the short term would not be required."

Why have the two councils agreed to pay back the investment sum and what is effectively a deposit - this allowed Miller Development to develop and tender, a move not taken up by Miller in the end which, like any other deposit or investment is non refundable.

I have for 30 years voted Labour,never again.
They are currently in dereliction of duty in Midlothian.
Dalkeith is fast becoming a tip.The old high school on one artery into town has lay empty for approx 8 years,where was the forward planning when the new school was being built.
Forrest furnishings building and Laidlaw and Fairgrieve building have lay empty for approx the same time,yet, This council sees fit to build on green field sites,this beggars belief.Have a look about woodburn dalkeith mayfield gorebridge all strewn with litter, dog keech and spray paint.Absolutely nothing for this local authority to be proud of.Rhona Brankin MSP = WASTE OF SPACE.

What effect is this going to have on the industrial units that are being built there.
This was reported to be one of the sites in the running for the SQA to move to by the end of next year. Does this knock that out of the running?

#8 - You forget that it is in TIE's interest to keep the tram going as long as possible else they are out of a job. However, given the responsibility on politicians to ensure public money is spent wisely, they should be the ones scrapping the vanity trainset.

12 years in the planning?

Given that we seem to hit a recession roughly every 15 years in this country, it's was in probability going to come a cropper at some point in that timespan, and this is now happening to umpteen other large-scale, years-in-the-pipeline infrastructure projects up and down the uk such as long-awaited road bypasses, bridges etc. Invariably the plans get shelved and the whooooole process will then start again in a couple of years.

So I think rather than the councils to blame, it's the whole planning process. Everything, for good or bad, seems to take about five times longer than necessary under the current process.

#5 Maybe if half the people in your region actually paid their Council Tax and the local authority gave a damn about collecting it. I know people that live in Dalkeith and have never paid this.

Then you need to wake up Dave. Midlothian is far worse for non payment trust me!! SO vote for change on the council to start making the non payers pay up or move out!
Edinburgh has a hard line on non payers and is making people pay. You need to do the same by changing the administration there and stop dreaming about "fair levels of service" man this fairy book stuff!

the council tax has too be changed as it is unfair. someone with 2 houses pays the same as 1 house and people whom work and get less than £15,000 per-year still pay the same my motto is if ure rich and can afford 2 houses then you should bl--dy well pay for it and stop evading it thru tax rebates and evasive tactics, and the rest would certainly consider paying then. It was started before we were here in the days o robbing the hood and will carry on until it is put rite the robbing the poor to feed the rich has to stop and stop now or there wont be anything left for no one to moan aboot so put that in yer tax system and smoke it

Labour Money for schools,jobs,health,pensioners help back to work the people are far better of now than they ever were. well i would like to see g brown and his cronies living of £450 per-month and for that matter most of the other parties too until the people rule and not a goverment then we are all doomed lets take a leaf from france they seen what went on and hangned them before they could get a hold. french revelution bring it on i say and quick before we are all wearing tags and reporting to a server on our daily wheraboots. I say Think dont ask,Do dont ask and you will feel a lot better.
