RUBBISH is to be left piled high on the Capital's streets until council chiefs can find a way of breaking a deadlock with the city's binmen.
Refuse collectors began working to rule last week over plans to cut their pay as part of modernisation proposals currently being considered by the local authority.

Binmen said the move would see streets including the Royal Mile covered in rubbish within days, but council chiefs have told homeowners to leave their bags out until they are collected.

The council is today expected to announce measures to deal with the backlog, as it emerged the pay proposals could also affect janitors working in the city's schools.

Binmen are among those who could see their pay packets hit under plans to change the current system, in which wages are supplemented with payments for attendance and productivity.

The city's janitors, who are currently paid around £13,000 a year, say they also face having their basic wage cut, as well as overtime payments scaled back.

One janitor, who did not want to be named, said he and his colleagues had been told they were among those to be "red circled", meaning their pay would be affected.

He said: "The council are starting with people at the bottom of the pile, cutting their pay, when they should be starting with those at the top."

He said the proposals included cutting double pay for overtime to time-and-a-half, money upon which many janitors rely to help supplement their incomes.

The proposed cuts are among a series of modernisation measures currently being considered by the council and are part of a move to simplify pay arrangements for public sector workers across the country.

Among the measures are a review of "single status" arrangements relating to the disparity in pay between men and woman.

Many female council workers do not receive bonuses and scrapping the payments for their male counterparts is seen as a way of making the system fairer.

The council has proposed the introduction of 12 broad pay grades, which it said would lead to around 20 per cent of staff having reduced pay after three years.

The council said around 80 per cent of its staff would not lose out, with around a fifth of those gaining from the proposals.

A council spokeswoman said: "Modernising our pay and conditions of employment will help to make sure that pay for our employees is fair in comparison to their colleagues.

"A small number of council staff, mainly those who receive bonuses as part of their take-home pay, may see a decrease in their earnings at the end of a three-year pay protection period. We will give opportunities and skills training to help minimise any adverse impact on staff."

I have a lot of sympathy with the dustbin men. They do a good job. They actually do something productive. Whats needed is pay and job cuts in the army of self-justifying pen-pushers on index-linked pensions. One pen-pusher I know said (rather embarrassed) on retiring that "it was like a pools win".

binmen and street cleansing operatives have had it too good too long, wheely bins ("we wont empty them if the lid is open!") protective clothing for all weathers, early finishes and grossly overpaid! privatise it!the only time you see the binmen being reasonably friendly is the lead up to christmas! hmmmmmmm

My sympathies are with the bin-men.

Like #5 says "They actually do something productive".

It's probably the "the army of self-justifying pen-pushers on index-linked pension" that introduced the attendance allowance. Rather than take the allowance away, remove the idiots who thought it a good idea and re-direct those finances to pay for the allowance.

Maybe then they will start to consider the consequences of their ideas and start weeding out the bad ideas instead of just going gung-ho with the first thing that pops into their empty little heads.

i moved into my house and the council said they would uplift the rubbish that was left. so i put it outside the binmen came, they went. i phoned the council so yet again they came and went. five times they did this until i threatened legal action and even then me and my wife had to put in in the back of the lorry while they just looked on. considering they do minimum amount of work they should get minimum wage and t0ss out the labour backed troublemakers.

The communual bins on my stair are supposed to be emptied Monday and Thursday. It's very rare if this is done. A few weeks back they hadn't been emptied for over a week. The place stank and there was rubbish all over the street. I made a complaint and I got a call back from them saying that as far as they were aware someone should have been there that day to empty the bins. Which basically meant, those that were supposed to couldn't be @rsed and probably went for a bacon roll instead.

Production bonus: No one goes home until ALL routes are complete, however breakdowns happen. Regularly.

Attendance bonus: If you throw a "sickie" you lose thet for the entire week. It keeps people coming in.

If you can put your Daily Mails down for a moment....Ask yourself this:

Could I, in this current climate suffer a 30% wage CUT?

Also, at this reduced rate, no wage negotiations for 3 years.

Yes, I`m sure you ALL could.

Shout at the inept councilers who waste your ££££££`s, not the people who take your waste away.

Do any of you have any concept of how much Privatisation would add to your Council Tax?

If required, due to back-log, the council use BIFFA, a private disposal company. They charge £85 per tonne for disposal.
Binmen lift 900 tonnes per weekday right now. Do the sums.

At Powderhall depot, the council owns, uses and disposes of YOUR waste at less than a tenth of that price.

Yeah, bring privatisation on.

Seems someone has left some upturned boats atop a pile of rubble opposite the Queen's Gallery.

Let's hope that the Queen gets some priority here and the rubbish is moved forthwith.

What hypocrites the unions are. they campaigned for equal pay for women workers and now they've got it they complain about the consequences. Someone, sometime has to take these binmen on. my suspicions are that slick21 is a cooncil binman and more than likely a left wing union rep!
who remembers the old days when binmen actualy came into your garden, lifted a galvanised bin full of ashes from coal fires and the rest of the household rubbish? now thats where tips at christmas came from! as for the weather thing, the police,wardens,road maintainance workers etc etc etc have to work outside in all weathers.binmen are provided with all sorts of protective clothing, weather gear as well,free! you mention about cost of privatisation, correct me if i am wrong here but year after year dont we hear from our esteemted leaders of cec how much money they are raking in through the festival,hogmany,christmas and all other events in the city. now where does that money go considering we, who live here never get a council tax cut?

I am neither a binman nor a Union rep, thanks anyway.

They start earlier, simply because bosses ask them to, so they can get their "perk" of leaving early, thus road congestion is at a minimum.

Wheelie-bins with their lids up are AGAINST health and safety, and are only ever left when a "work to rule" is in place.
You get more favours than you know.

About all-weathers. Yes, when you are lying snugly under your toggle 15, there are men and women, out there at 5 a.m. taking your waste, in the dark, with icicles on their noses, but then, you pay their wages, right?

News just in. Council workers (Bin-people included) ALSO pay council tax.

Also, the pay cuts stop at management level, strangley enough.

Go figure.

lids open are against health and safety? please explain what a wheelybin lid open about 4 inches because its full can possibly damage your health? or put your safety in danger?
and as for the 5am bit in all weathers, maybe they do go out then in the winter but, i,and no doubt many many others have seen our estreemed binmen sitting snug in the cab eating greasy bacon rolls and drinking their tins of special brew!

I would not do their job for double the money. This week is the first time I have seen the Binmen actually walk the bins to the lorry, normally they do my street in 15 minutes !

Given that fact, they are indeed doing their jobs better, and more safely.
The reason regarding H+S on open bins is quite clear, dirty nappies and used needles fall out of them frequently, but I`m sure that`s ok with you.

You really need to read BOTH sides before judging others, or perhaps your "Ivory Tower" is too high for that?

Did your bin get emptied on time? I doubt it, as there is no regard for particular "Estates" in this message to the public.

If, e.q. same bin has the entire contents of, say, a removed bathroom, planks `n all, then it won`t be. (this happens frequently)

As stated above, these people do more favours than you would think.

I don't really undertstand what's wrong with people, sitting complaining that binmen do nothing, work short days etc. etc. when they actually do an unpleasant job damned well. They aren't asking for more pay, they're asking that their pay isn't cut (by whatever means the council intends).

Instead of getting your knickers in a knot about a work to rule why not consider the fact that the council are using 'gender equality' as an excuse for cutting wages. Bad enough that the equality we were raised to beleive was fair and right now means we need to have 2 working persons in a household to make ends meet, now it's 'men are earning more than women so cut their pay'. I always thought the idea was to elevate women to the level of the men... oh but this is 'modernising pay and conditions'. This is the 'modern' way is it? "Don't worry your pretty little head about the pay gap, soon you'll be on the same wage as hubby because we're cutting his. Never thought I'd say it but this women's lib turned out to be a bit of alright. Please mind my wheelbarrow full of bonuses on your way out."

It has nothing to do with hourse worked work to rule etc etc this dispute is about the real threat that homes may be lost families will be on the streets food bills tightened YET again, but answer me this if 80% of the council are safe with there income and part of them will get a rise dont you think the underhand council have done their job incredibly well considering cos if it comes to a vote on the new pay deal of course the council is going to win hands down the binmen and whoever else is affected by this DRASTIC looming pay cut can only protest by the only means they have U THE PUBLIC SHOULD BE BACKING THEM NOT SLATING THEM NOT FOR THE MESS ON THE STREETS BUT COS IT COULD HAPPEN TO U ONE DAY. LETS CUT UR PAY BY UO TO 5K A YEAR LETS SEE WOT NASTY COMMENTS YOUR WORKFORCE WOULD GET IF U HAD THE AUDACITY TO COMPLAIN ABOUT IT!!!!!!!

as for any binman out there or anyone else affected by this u leave my bins for as long as u need to ur on an uphill struggle and i commend you for fighting for whats RIGHT!!!!
