Council orders £16m cutbacks

EDUCATION and social care chiefs in the city are to be tasked with making £16 million worth of cuts over the next two years.
Under questioning from Labour councillors, it emerged today that the savings are "still to be identified", raising the possibility of a return to last year's proposals to close care homes and community centres.

The cutbacks in the children and fam
ilies and health and social care departments will be made in the years 2009/10 and 2010/11.

If necessary, the council will also be able to dip into its reserve funds, which are currently being replenished after falling to just above zero.

City finance leader Gordon Mackenzie said: "Each year, every department has a requirement to make a two per cent efficiency saving which is then reinvested into council services.

"Children and families and health and social care have yet to fully identify these savings for the coming years but will do so during the budget setting exercise which take place each year.

"Working on the assumption that the departments can make these savings there will still be additional unallocated resources available to meet pressures and service developments."

Separately, it emerged today that the children and families department, which went millions of pounds into the red last year, may have overspent by another £3.6m in 2007/08.

Although the final accounts have yet to be published, it is thought that officials struggled with the cost of services for vulnerable children and rising energy prices.

The bulk of Labour's £20 million budget "black hole" for 2007/08 was due the mis management of the cHildrens and families budget over the past few years.

That is the primary cause of education cut backs not Council Tax Freeze as Scottish Government gave Edinburgh City Council record funding an increase equal to twice the rate of inflation.

I suspect there are a lot of 'charities' in Edinburgh duplicating certain services and that's where cutbacks need to happen. It's not only Edinburgh that is full of these charities, every city has them. Time they were sorted out.

I quite agree that the "deadwood" should be removed from the Council(especially in the jobs that have been 'created') They should have a "Clean Up Day" like the do to clean the Water of Leith. I am sure we'd be amazed at the debris found that is surplus to requirements.

Some posters appear not to have read the story properly, but perhaps this is because the EEN has presented it somewhat naughtily. These 'cutbacks' refer to the 2% annual cash efficiency savings that every single public sector body is required to make by the Scottish Government, and the story simply refers to the fact that Children and Families have not yet identified how they will do so. Personally, I am glad that they haven't 'knee-jerked' into compiling some easy hit-list. That would be true mismanagement in my mind.

Funny how councils al;l start to cutback in the first year of SNP rule, especially after getting a handout from Labour. Wonder why????

This is one of the first gaffs of SNP rule filtering its way through.

Most councils are struggling with over spends in children and family services. One of the biggest costs in residential child care. It costs £2,500 PER WEEK to keep a kid in care and more if they are living in a secure unit out with the local authority. And no one can come up with a solution to improve the situation and reduce the increasing numbers of kids going into local authority care.

Funny how the Council can find x million to make sure one tram line is running but cannot find the resources to ensure that all of the 600 odd children is has in care and is legally responsible for looked after to a level that will give them at least a basic chance of a decent adult life.

All Council's are corporate parents to the children they look after. This means that for kids who cannot live at home, the Council is their parents with all the responsibilities that being a parent carries.

Some of these kids have come from homes where their parents spent all the money on bevvy and could not provide for the kids. Now the corporate parents spend all the money on trams and cannot provide for the kids. Is it anywonder kids in care do not cope very well as adults.

Wake up you lazy bunch of freeloading councillors and start dealing with your real responsibilities rather than flashy money wasting shiny toys.
