Councillor who failed to declare city role set to lose £40k salary

A SENIOR councillor who failed to declare details of a post that has earned him up to £400,000 is to have his funding cut by the city council.
Labour councillor Ian Perry is being investigated by the Standards Commission for not registering his employment with the little-known Wester Hailes Education and Training Managers Group. Now Cllr Perry is also set to lose the funding for his £40,
000-a-year post, which he has held for ten years.

The council's children and families department has been funding Mr Perry's post via Stevenson College, from where he is seconded.

A separate part-time post, administrative support and funding for vocational projects will also be cut, saving the local authority around £70,000 a year.

A report to go before councillors on February 21 states that WHETMG is the only such organisation in the whole of the city that receives similar funding.

It reads: "Wester Hailes is the only area in Edinburgh to receive funding for this purpose on this scale. While the project has initiated valuable partnership approaches to supporting back to work and training and education programmes, much of this work is now embedded into the partner's programmes."

And though the council won't reveal if the funding cut is linked to the revelations about Cllr Perry, sources said senior Lib Dem councillors were furious when they discovered he was taking a £40,000 annual salary from council coffers and acted immediately.

A council source said: "When this all came to light they were flabbergasted that the council had been paying out this money for so long, that's why it is coming up at the budget meeting."

Cllr Perry, a representative for Southside/Newington and Labour's finance spokesman, had stated on his register of interests that he was a lecturer at Stevenson College, although information obtained by the Evening News under the Freedom of Information Act showed that he hadn't worked there since 1998.

When the story came to light last month, he said the omission had simply been an oversight and vowed to co-operate fully with the investigation.

Pentlands Conservative councillor Alastair Paisley, who filed the original complaint, said: "I am shocked and appalled that this should go on for so long without anyone noticing. Somebody, somewhere must have realised this was going on."

A city council spokeswoman said: "This consultation with staff and stakeholders is part of a wider budget-setting process. All comments from the consultation will be reported to the council in February. It is important to stress that nothing has been decided yet and all views gathered will be taken into account.

"This review process is not just about saving money – it is about making a very valued service even better."

Last night, Cllr Perry declined to comment.

If you want a real news story wait to see if the Standards Commission actually hand out a penalty that means something. The Evening News Editor will be in a real quandary.
Does he run the "Its a blue moon" story or go with the "SHOCK! HORROR! Standards Commission actually find against Councillor" A huge mistake was made by the Standards Commission when they accidently found a councillor guilty. A spokesman said " We are all stunned, this has NEVER happened before and we are putting in place measures to ensure it will never occur again".

Why, instead of spending time on silly stories on parking and the like, has it taken so long for the EEN to look into the activities of some of these councillors and dodgy companies and partnerships. While I don't like the title Edinburgh Sucks, I do applaud them for trying to expose some of the fiddles going on out there.

It means that for some time "they huvnae done anythin!!"
James(1) - Absolutely correct. The Standards Commission is situated within sight of a large tanker berthed in the Forth ....... with a cargo of whitewash.
They are useless at enquiries and do no in depth investigation whatsoever. If a councillor says, "Ah didnae dae it", they accept that completely. Such was the case with Eric Milligan who deprived the city of Police resources for 6 hours to run him to Ibrox to watch a Hearts game to give him "an insight into operational policing" and the Police Board still haven't seen his report! The Standards Commission said "OK, that's fine".
They have NO experienced investigators on their staff. As for Perry, wasn't he heavily involved in keeping Paul Nolan and family in their publically subsidised sinecures in Craigmillar?

Scallywag (9) - I asked that question once and was told that the Evening News is heavily dependent on the Council for its stories and was reluctant to print anything too critical for fear it would lead to a shortage of material being provided by the Council.

I was also told that the News frequently simply publishes press releases given to it, rather than make is own investigations and report.

The first part is as big a crock of **** as anything you have been fed by tie!

On the second point a long time ago I used put in small sports stories to a journo and basically they were repreinted with a few minor changes. Needless to say he collected his salary and I got hee hwa. If this is how they carry on then we have to assume it must be as easy a life being a EEN journo as it is working for the cooncil!!! Perhaps they desreve each other.

what about the council whistle blowers on the alleged £400k missing from childrens & families, persecuted against council rules. EdSucks has a lot to say on that matter. Along with labour sorting out some cronyism jobs in the last month of their tenure, trying to keep stories buried by placing loyalists in quangoes & the so called 'arms length' companies the council use to hide there dirty business.

Same old story! Doesn't matter what /which party you are a member of. Take the bungs - extra cash - holidays - Knighthoods - Peerages etc etc, then when you get caught, a la Wendy Alexander / Peter Hain / Tony Blair, and the multitude of others, just turn round and apologise with a 'it wisnae me' - 'just a small oversight' - 'an administrative error' - 'I didn't understand the rules'. Well if you get caught in my book you get sacked. No excuses. (And pay back the benefits immediately)

It sounds like he and his Labour chums funded a sinecure for one of their colleagues but none of them thought that anything was inappropriate.

YOU know that Labour cooncillors have been up to their necks in back-handers, sleaze and collusion for decades. Now, what can WE do about it? Mr. Perry's actions, if proven, are fraud. If so, let's see him arrested and charged with fraud, misappropriation of funds and anything else that will stick.

One day, that sad pseudo Holy-roller Aitken and his cabal of trough suckers will be exposed, and you never know, we might even get to the bottom of funding in Craigmillar and Pilton, turf that odious porker Nolan in chokey, drag the sweating brute Maginnis into daylight, and have that embarrassment Hinds put back out to pasture.

Yet look at what happens when someone is caught committing benefit fraud. The money has to be paid back (sometimes with interest) and a criminal record to boot. Funny how our elected representatives never quite get dragged down to this level regardless of the extent of their "oversights".

Hope he is made to pay back all the excess over the whole period of his "oversight", that would be just, and if he can't then he should be prosecuted for fraudulant behaviour and spend some time in jail.
If he paid it back he would be at least likely to get some tax back, as long as he didn't have another oversight with regard to his taxes.

I recall there used to be an offence classed as "PETTY THEFT" - I guess the definition must have changed in the meantime = 400K is no small beer (allowance). Charge this charlatan,sequester his assets to that value and sling him in the clink. Labour my **** - don't know what honest toil means.
