City gets tough on tax dodgers

A MAJOR crackdown has been launched on nearly 2700 residents who are refusing to pay their council tax and costing the city £9.25 million in lost revenue.
An investigation by council chiefs has identified a large number of people who owe them money, and they will now be threatened with the seizure of their assets.

The 2673 individuals have been classified "can pay, won't pay" following analysis by t
he Experian credit reference agency, based on the financial transactions at their home address.

The council now plans to aim its resources directly at these individuals, rather than those in genuine financial difficulty. If the tactic works, the crackdown could also be applied to other debts owed to the council, such as statutory notices.

Councillor Gordon Mackenzie, the city's finance leader, said: "The council is owed millions of pounds from people who have the capacity to pay their council tax but choose not to.

"It costs money and time to recover this debt and our focus is on targeting those who can afford to pay off their debt rather than those in financial difficulty.

"By reviewing our policy on debt recovery we have the potential to recover large sums of money which can be ploughed back into council services."

In recent months, the local authority has dramatically improved the rate of council tax collection. The turn-around comes after the council collected just 92.6 per cent of council tax in 2006 – the second worst rate in Scotland.

By focusing on collecting money through direct debits, alongside moves to deliver reminders and summary warrants much more quickly, staff now have more time to direct resources at difficult-to-collect debt.

Director of finance Donald McGougan said: "In conjunction with Experian, a high level analysis of all council tax debt linked to most-likely-to-pay post codes has been carried out, and this indicates that there is approximately £9.25m worth of debt associated with what could be described as the 'can pay, won't pay' category."

The council plans to order these people to pay their debt immediately if they owe less than £500, or to settle within one year if they owe more.

"Where a customer in the identified category is not prepared to agree, a letter will be issued threatening sequestration," said Mr McGougan.

Labour group leader Ewan Aitken agreed that people in the "can pay, wont' pay" category "need to be pursued".

"The rest of us end up subsidising those who don't pay council tax," he said.

The city's financial pressures are set to ease this year, after a separate review of people wrongly claiming single-occupancy discounts helped bring in more council tax.

The authority launched the crackdown last year, amid fears that thousands of households were fraudulently claiming the discount. However, at least two elderly residents were mistakenly ordered to prove their dead partners were no longer living at home.

the fact is this tax is worse than being held up by an armed mugger council tenants on low earnings subsidising a millionaire in barnton bring back old rates system

What about persuing those 'investment' owners who dont rent out to long term tenants but claim flats as second homes, recieve a discount and then advertise their flats as self catering units on many council sites (Edinburgh's Hogmanay etc) as accommodating up to 9 people (3 bed flat)

Instead of being honest and registering these as self catering holiday accommodation and paying the appropriate business rates they claim them to be private rented (to students who pay nothing) or second homes (10% discount on council tax).

It is not too difficult to investigate - check council tax register against flats advertised for holiday accommodation.

The flats used in this way dont even apply for HMO licences yet they cause as much if not more problems for residents (both owners and tenants) who live next to them and have to put up with noise, rubbish and anti social behaviour from the stag/hen party squads who rent them and who dont have any respect (or awareness) for the neighbouring residents (elderly, families etc)

CEC need to start clamping down on these rates dodgers before spending more money on persecuting the cities residents many who genuinely cant pay due to poverty or who have been falsely accused due to poor administration of the data.

As I understand it Experian reports show what someone owes,not what savings they have,I cant see how such a report shows ability to pay.The council have found they have a new toy with Experian and judging by the recent press reports they are running true to form and making a large mess of it.

If the payment is even one month late, all adults at the address in question should receive three lashes of the Cat O' Nine Tails and this should double for each month it remains unpaid.
This would certainly increase payment rates to near 100%

what about all the polish people the council are overcharging with the council tax ?
many of them are on low wages and being presented with astronomical bills - of course we'll never see that story - the council very well know this is happening and are coming up with stories like this to cover thier tracks.

yes I agree that community charge is not particularly fair, but it is better than either rates or poll tax.
what is required is a form of local income tax coupled with discounted sales tax for locals

How about making the Council Tax actually representative to the services that people use? If you have no kids are provided with no re-cycling facilites (unlike the rich new town flat owners)and live in an area that no street cleaners ever visit with next to no street lighting. Should you pay this terror tax at all??? Make it make sense or dont pay I say.

I really don't know why there is all this fuss about people not wanting to pay their bills and why we get all these tedious comments day in, day out, from people who don't want to pay their way clogging up these columns.
Whether it's TV Licence, Council Tax, Electricity, Gas, Parking fines, etc. just do as I do. Pass them to your accountant and let him deal with them.
If you don't want to pay your way, don't live in Edinburgh. Go and live in a yurt.

You want us to go back to the old victorian way of debtors prisons, that's really clever that is. £35,000 pa per inmate cost to the rest of us to keep 2700 people owing an average 0f 3400 quid each, in the clink, with no possibility of earning to pay it off that is at the very least daft economics. How much would taxation increase to accommodate all these extra prisoners in our already full jails.
As to the SNP policy I may be wrong but I don't recall such a manifesto promise from them, but even if it is true they cannot be expected to meet all their commitments within months of taking power, especially with minority control. Tony, and Gordos lot are still
trying and failing after 11 years.

What a load of old communist claptrap. How is the millionaire in Barnton subsidising the Council Tenant? If the Council tenant is eligible for no rebate on his council tax, the millionaire in Barnton will be paying around 3 times as much.

The council has proved to be an inefficient collector of this tax. Collection of "a tax" (whether council tax, local income tax or whatever) for local services should be given to the "Inland Revenue" part of the HMRC. Of course this would mean lessCouncil staff but that is a price I am willing to pay.

I wouldnt worry about it Wendy Alexander has set a legal precedent with her I broke the law officer but I was given bad advice defence. You cannae be prosecuted for anything anymair the law has been changed at least for as long as Labour remain in Westminster.

Muppet!!! the council tax is still in force until the new local income tax is introduced. there is a freeze on raising the level of the tax.
I bet you voted Labour at the last election didnt you?
