Cash woes for city as £15m of council tax goes unpaid

TAXPAYERS have been left out of pocket after new figures revealed that £15 million of council tax went uncollected last year.
With thousands of city residents dodging the tax, the total debt owed to the city council since its formation in 1997 now stands at £117m – enough to build four secondary schools.

More than 90 per cent of council tax is collected on time but there are around 12,000 people not paying. Much of the debt dates back to the late 1990s and includes money still owed by those who refused to pay the ill-fated poll tax.

Council chiefs today insisted they were working hard to recover council tax arrears, but hit out at residents who can afford to pay but choose not to.

However, opposition politicians today highlighted that the arrears could comfortably pay for the £92m of efficiency savings being faced by city leaders over the next three years.

Councillor Iain Whyte, the city's Tory leader, said: "It is a considerable sum of money and interestingly it is more than the £92m of cuts which the council is telling us it needs to find.

"It shows just how important it is that the council chases this outstanding money and also makes sure people pay on time.

"It is important they do this because the council has to do the right thing by those people who have paid their bills on time.

"The council needs to make sure money owed is paid within the year it is owed in order to stop this sort of situation arising in the first place."

The £15m not paid in 2008-9 is just above the £14.5m that council chiefs failed to collect in 2007-8.

In 2003-04, the council's collection rate hit a record low of 87.6 per cent. Since then, the level has been increasing as the council and sheriff officers caught up with non-payers with the rate in 2007-8 hitting 92.9 per cent.

Across Scotland around £100m of council tax goes uncollected every year. Councillor Phil Wheeler, the city's finance leader, said: "We work hard to recover council tax arrears.

"A considerable amount of money is owed by people who can afford to pay but choose not to. This is unfair on the majority of residents and means that the council has less money to spend on vital services.

"We have a duty to taxpayers to take targeted action against those that don't pay and to check that those who claim they can't pay are genuinely unable to do so. In those cases we review their circumstances – taking account of sensitive and difficult cases – and try to work out alternative arrangements.

"Targeted action is working with increased payment being received."

Theres never been a serious attempt to deal with this problem. For starters, lets have the council publicly name and shame who the non-payers are. Names and addresses please. Alternatively lets have it broken down by postcode ...if an area doesn't pay for its services, then they can go without.

Maybe a few more people would be more forthcoming in paying this disgusting tax if there wasn't stories such as the one in todays paper 'Councillor's wife spent 7k on limo trips'. I (grudgingly) pay council tax but between me giving them the cash and them spending it 90% seems to disappear. (You only need to look at the state of the streets and schools for proof)- personally I would be happy to pay twice as much if it was actually used for the purpose it should be intended for - the problem is the council can't be trusted.

It's strange in this country how you can be arrested for insulting someone's race, but can't be arrested for tax evasion? That's all this is, plain and simply - tax evasion. Those of us who actually pay our taxes, end up paying the most in the long run, to make up for the rest.

This is another example of people who refuse point blankly refuse to pay various forms of taxation.Number 7 the demented hibee says it's a disgusting and unfair tax,no doubt he would say so is the tv licence and the road tax,so come on then hibee instead of spouting off sonny about the council tax being disgusting and unfair why not offer a soloution and an alternative?

The simple fact is no one form of taxation will please everyone all of the time,we have had the poll tax,the rates system and now the council tax and there are arguements for and against all those forms of taxation.

The bottom line is that we live in a society where we need and education system,a fire service, a police service,etc,etc,etc....that requires funding and that funding comes from taxation.For those us who work the simple soloution is for all of those services to be paid for by direct taxation at source from our incomes.By doing so those who at the moment refuse to pay but are in employment and able to pay, will not escape from paying as the council tax in its present form.

The simple answer cancell the council tax and privatise all the services and pay for them to said companies. Those who don't pay hae their service stopped. The problem is they would need to heavy fines, for those disposing of their waste illegally.As has been sated the council waste so much of the tax they can't run the service properly in the first place. Expences should be just that, a re-embursment of money paid out in the coarse of their job nothing more!

Stop their benefits. For others, don't collect their bins, if they need the police or fire service, then CHARGE THEM FOR IT. Same with their kids, bill then for school attendance. That will soon sort them out.

This is a load of hype, a start of a brainwash campaign.
We will now hear a lot more of this, and then the council tax is raised.
Beware of the conman.
As was stated above if you’re working you can’t get away with that tax.
If you are not you are supposed to have it paid for you. Many people on the sick or unemployed are in areas due to clerical errors. Remember always look at the big picture, not the wee bit they want you to view & react too.

I add that there should be zero tolerance and a penalty added for each month outstanding until paid in full. If on benefits take it from them.

They'd soon pay up to get benefits back as many on benefits have all the latest TV's etc etc etc!!

The percentage is next to nothing. As for #2 and #3 please bring it on! I don't use any Council services anyway!! I would be happy to stop paying this con-mans tax and pay for what I actually DO use instead!

I agree with the non-payers whole heartedly.

The Council squanders our money on pet projects and personalized number plate Jags and treats the people in Edinburgh with contempt.

I take my hat off to the non payers and I wish that more people had the guts to starve this corrupt, gravy train sham of a council of their hard earned (and already taxed) money.

Irrefutably, the people who do not pay their council tax will put the money to better use as it is very difficult to uselessly squander on the industrial scale that ECC does !

While I agree that the council will just waste the money, this is a big chunk of the £92 million shortfall the council had this year. The people who end up paying for this are us - by a withdrawl of services. eg kids actvities being closed on Thurday nights.

All you people in here who make comments of not paying council tax etc etc as little money - you do have money - it's what you choose to spend it on - luxuries before bills and then expect everyone else to pick the tab up for you!

I reiterate what I've said in earlier comments and add if it is council tenants not paying then evict them. Plenty people on housing list.

#23 In order to "use no council services" as you appear to claim to do, you would need never to walk or drive or cycle down a street or pavement (they are maintained and cleaned by the council), never throw anything away (waste disposal and recycling is done by the council), never call or require the services of the police or fire and rescue service (in other words be happy to live in a lawless and dangerous environment while being responsible for protecting your own home, property and family from all threats), not care who runs the city or the country (the council runs polling booths), never get ill (or at least pay for you own private health care) and be prepared to be left to rot at any time of need because social services, wardens, protections of all sorts are all provided by the council.

You haven't a clue, you frothing, idiotic waste of time.

Number 23 - why should you worry about kids activities? Because people (old and young) with nothing to do, tend to find their own entertainment. Which may turn to vandalis, petty crime and drugs. Which would affect if you got attacked or robbed. Provide structure and worthwhile activities for them to do (particularly in some areas of the city where home life can be less than structured) and they will inevitably grow up to be better citizens that contribute to society. Rather than another loads of criminals, teen parents and so on.

We all don't like parting with money but unfortunately we do have to pay for services. If we don't like what they do with all the council tax the facility is their to vote them off at the next election.

I hate paying mine and angry that so many don't and I don't want them getting away with it. City needs all money due

It's a pity they keep including the "lost" poll tax income from the past. This money is in fact lost to the Council forever. The offenders simply did a disappearing act and took themselves of the voters roll for their normal place of residence. I was in charge of a Polling Station towards at the end of the poll tax years, and one of the offenders who had disappeared from his home to avoid payingthe Tax had the cheek to come in and demand his vote even although he had deliberately takenb himself off the voters roll.

#27 If you want to live without collective responsibility for these things then your only option is to move out of Edinburgh - and indeed out of the UK. You will find gated communities with their own police, fire services, waste and social services in the USA. You'll also find yourself paying between 3 and 5 times more for those services than you do over here, and ending up with unexpected costs should you ever need anything beyond the standard services.

Oh, and for your info private waste disposal services cost a hell of a lot more than £30 a month. Try multiplying that by ten.
