£2m slips through Romanov's net as former RBS HQ lies vacant

VLADIMIR ROMANOV has missed out on almost £2 million after failing to find a temporary tenant for the former Royal Bank of Scotland headquarters.
The building on St Andrew Square is still lying empty nine months after the Hearts owner put it on the rental market.

He is now considering abandoning the search for a short-term tenant as he steps up plans to turn the A-listed building into a hotel.

His Ukio Bankas Investment Group (UBIG) bought the former bank HQ for £20 million in 2007 with a view to turning it into a hotel.

After deciding last April it could take at least three years for work to start, UBIG made the building available to companies to rent as short-term office space.

But now, nine months after marketing began, it is still lying empty with no agreement with a prospective tenant in sight.

It is understood that UBIG is now considering whether to continue the hunt for office space occupiers.

Mark Jones, director of the office agency at property consultancy DTZ, which was appointed as the letting agent for the building, said: "We have come close to securing a tenant a couple of times but nothing has run its way through."

Although UBIG has been hampered by a 15 per cent fall in demand for new office space in Edinburgh last year, Mr Jones said the building itself makes it difficult to secure tenants. He said: "You have got to look at the history of these offices. They are very bespoke headquarter offices and not your traditional working space.

"There would also be a certain amount of work needed to get them into an operational condition."

Mr Jones said UBIG appointed a management company to take the hotel vision forward last month, by finalising a planning application and searching for occupiers.

There is already "serious" interest from hotel users, he added.

With up to 86,500 square feet of space available, it is thought UBIG could have made up to £2m a year in rent if the building had been fully occupied.

Stewart Taylor, a director of the business space consultancy at CB Richard Ellis, said: "Flexibility is fine in this market but not having the option of a longer lease may be a problem."

The struggle to let the building is the latest setback to hit Mr Romanov's development plans in Edinburgh.

Hearts, owned by UBIG, submitted a planning application for the £51 million redevelopment of Tynecastle last January.

But city planners have asked for more details relating to design and "other matters" – information which the council said today it had yet to receive.

Ukio Bankas, the bank which sponsors Hearts and of which Mr Romanov is the largest shareholder, has rented an office at 10 Castle Street with the intention of turning it into its first branch outside Lithuania. The bank was due to open in March 2007 but there are no signs of it opening yet.

A spokeswoman for Ukio Bankas said: "Ukio Bankas is currently fine-tuning its plans. Its position and strategic goal remains to open its first UK branch in Edinburgh."

Here's a sound business idea Vlad. Have a clause inserted into all Hearts players contracts stating that they must live in club accomodation for which a sum will be deducted from their pay packet in lieu of rent. Turn the building into flats, install the players and presto problem solved!

Why am I not surprised? If a new stand is ever built by the Romanov regime I will be astonished.

The "believers" go on about Romanov's business accumen. This is another example of his lack of business accumen in my view. He buys a huge building at an inflated price just before the expected property market crash and he leaves it empty for two years. It sounds like it's not fit to rent out as offices but he hasn't got the money to renovate it, let along start building a hotel for which there is unlikely to be any demand.

To be fair, at least they never mentioned the obvious......£2m lost rent is just the tip of the iceberg. Bought in 2007 for £20m, whats it worth now??

And has that Bosnian plant of theirs got any gas yet or are the multi million losses there still increasing?

This new £51m stand will soon sort their finances oot.

Bit harsh, as no-one foresaw the property crash. However I disagree with you about turning it into a hotel.

There would be plenty of profit in a new hotel given that Edinburgh has a year round tourist industry.

So if he's already bought the property and it's vacant, he's not actually LOST any money has he? He's lost POTENTIAL income? The property still has the intrinsic value it had when he bought it and whether he decides to go forward with the hotel proposal or sit on the property until such times as it is commercially viable to sell it again, I cannot see how he's made any mistakes with his purchase?

Also, his property on Castle Street is the same, why would anyone open a new branch of a bank in this economic climate? He still owns the property!

Good investments if you ask me.

A lot of my fellow Jambos expected miracles in the first two years of his reign at Tynecastle. It was never going to happen like that, any sound business mind waits to see how the land lies. I have to admit I'm now getting a bit impatient on the footballing side of things but we're by no means dead in the water yet.

Nothing to do with football, this is a business story, all be it a business story with no actual business merit!

Talk o' the Toun, all I can say to you my friend is that I'm pleased that you are happy with Romanov's business decisions.

I just see half-baked ideas not coming to fruition in terms of the football and non-football parts of his empire.

Where is the progress on the £51m proposal for Tynecastle? The Council say they are still waiting for a response to questions asked months ago.

Romanov has put millions into buildings ear-marked for a hotel and a bank - both of which have lying empty for 2 years.

Hearts have gone from unlimited transfer budgets and the aim of winning the SPL to needing to raise £5m in sales (following the £14m already made from selling our best players in the past 2 years) in order to stay afloat and Romanov was quoted in December as saying that selling players for a profit is his objective since he has no goals for Hearts in terms of league position.

But what the heck do I know?

For the last decade or so their has been talk of a new main stand and yet, their is still no decision.

#29 No, but he's been held up as a successful business man by so many and he made some big promises when he took over Hearts which I didn't believe a word of (at least, not after the decisions that he took in October 2005) and which he hasn't delivered on. That's all I'm saying.

I know, I know - what's the point of saying this? OK, none at all - it just gets it off my chest.

He has such a big ego that he'll hate been shown up as a phoney - which I take pleasure in doing because I disagree with most aspects of his running of the club.

I DO support the team however and am hoping for another good performance and 3 points at Killie. Come on you Hearts!

TotT, you have a good point about Hunter and Murray, and of course don't even get me started on our own man of pies, Robinson.

What I'd like is a bit more transparancy. If Romanov came out and said that because of the club's finances, players now need to be sold in order to keep the club going but that lessons have been learned and there are plans to get the finances in order and to develop the club in teh future - that would be fine. Instead we got no communication at all.

Still, Hearts have always been a selling club and still are so we have to live with it I suppose.

I'm not anti Hearts but I would never rent a property owned by this man or his connections.

We really know nothing of the man and all the talk about just where he amassed his money from appears very shady. You would think he would invest in his own country.

I rather suspect there is a whole story we know nothing of.

he appears to only use Hearts as a selling ground for his Lithuanian players and not really underneath caring about anything else.

He says very little in public purporting to not speak English but believe that if you will.

I would imagine the rents are enormous and given his standing that says more about him than anything else.

So what he has empty property he not alone so why in the news. Time better spent on researching the background of this guy.
