SHOPPERS are to be given free parking in the evenings and on Saturday afternoons from November in a bid to boost city centre trade.
The popular initiative was available during December last year but has been brought forward by a month as city leaders try to help traders hit by the tram works and economic slowdown.

It will meanfree parking from 5.30pm Monday to Friday in on-street pay-and-display bays, as well as every Saturday from 1pm.

The measures should be in place by November 1 and will be run until early January.

It is the fourth year in a row that free parking will be offered during the festive season in the city centre. The scheme will also be available in the West End, Old Town, Tollcross and the Grassmarket.

The move, which is thought will cost around £70,000, will be paid for by the Open For Business campaign, which is promoting the Capital during the tram project.

It has already been agreed that the free parking will also be on offer in November, 2009 as well.

Business and motoring groups today welcomed the move.

Bruce Young, Lothian and Borders co-ordinator of the Association of British Drivers, said: "This worked well last year but I think they could have gone further and started the free parking earlier in the day.

"I think one of the side effects last year was that people put off going into the city centre until later on when they knew the parking would be free. This brings its own pressures in terms of the spaces available but I think people will welcome this."

Graham Birse, deputy chief executive of the Edinburgh Chamber of Commerce, said: "This is a great message to send out to shoppers.

"The November pay run is a key trigger for Christmas shopping from what the retailers tell me and it is true that a lot of people do like to do the bulk of their shopping ahead of the December rush.

"This will allow people to relax knowing their car is safe for the rest of the afternoon and they can just get on with their shopping. It is also an important message in terms of dispelling the myth that Edinburgh is tough on motorists."

Councillor Phil Wheeler, the city's transport leader, said: "It's important that the council does all it can to promote our wonderful city centre and through the Open for Business forum, officers have worked with businesses to assess their needs.

"This is the fourth year of our promotion and the second year we've been able to offer free Saturday afternoon parking and I am sure that extending the offer throughout November and December will be a great stimulus for encouraging people into town."

What, like they always used to have?

In which case this is an outright admission that they ridiculous anti-car policies of this loony council are adversely affecting the trade in the city.

Exactly, how on earth can they calculate it 'costing' anything, surely they will be saving money by giving a few parking attendants the day off.
Regardless anyone with any sense will avoid the building site that the City Centre currently is and go and do their shopping elsewhere.
7

Diana,

#6 - Correct! I'll be shopping elsewhere - avoiding the city centre like the plague... Free parking or not, it's not worth heading down there.

You get free parking at Kinaird Park, The Gyle, Ocean Terminal, Straiton, Livimgstone all year round. Why fight through the council imposed (the excuse its no oor fault doesnt wash anymore) traffic choas. When you can do out of town shopping without having to wait till 5.30 or a sunday. If Edinburgh foolicors think that this "freebie" will attract people back to Edinburgh then they need to take there heads out there a@@@@.
9

Incandescent,

#5 & #6 - They should have said: "The move, which will lose CEC around £70,000 in parking revenue" But of course that might give the impression that the expansion of operating hours was a cynical revenue-generating measure. Wait a minute...

Bob 2,

how is the council out of pocket, when the majority of the tram money is coming from the UK Taxpayer.

And the Poor Bus Passenger gets NOUGHT,

In fact, if there are more cars coming into the city centre, it will Only hold up Buses even more.

Just what Edinburgh's City Centre needs with all the roadworks that are going on.

More Cars.

My wife and I were recently home to Edinburgh and had a rental car for two weeks in only Edinburgh. My wife is handicaped and has a blue badge(Canada),first day received a Ticket for parking after we had been given wrong information by Edinburgh Parking people in several e mails!
Needless to say we learned fast, parking is a big problem in every large City, needless to say we wont be back any time soon. Its better to attend out of High Street areas like Shopping centers that have tons of "free parking" without the hastle.
I think Edinburgh council is only interested in screwing Car drivers and Princess street is a complete disgrace for Shoppers,I have seen better areas in some Canadian and American cities. The Tram works only make things worse, Next year the Home coming event will be shunned by most people I would think unless they want to be given a hard time on visiting Edinburgh.
We will be advising other Scots here in Canada about conditions in Edinburgh! Best to avoid! Move the home coming to some other place, avoid Edinburgh!

That you had to pay for parking? Was that genuinely a surprise? Have you ever visited any other cities of the size and combined medieval/Georgian street-plan of Edinburgh and NOT had to pay for parking? Would you suggest a free-for-all leaving the city permanently gridlocked?

Why do we not have validated parking? You get a parking ticket when you drive into a car park and then when you buy a purchase the teller stamps your ticket, say giving you 3 hours - you give this to the parking attendant you you either pay the time difference or drive away for free. The shop gets its money and the driver does not feel ripped off for paying to shop! People may actually go to Princes Street/St James Centre rather than shop at Ocean Terminal or an out of town shopping centre with free parking.
27

Scotish Exile,

29/09/2008 14:07:29
why would you want to shop in the city centre free parking or no free parking, the centres on the periphery of Edinburgh are far better. It also tends to be the more affluent people who shop there (as it helps if you have a car), whereas the city centre is full of people who travel by bus i.e. poor schemies
28

I'm very much against free parking at any time. People who bring their car every time they go shopping are selfish.

Research this month based on interviews with households on three Bristol streets found that people who live with high levels of motor traffic are far more likely to be socially disconnected and even ill than people who live in quiet, clean streets.

44
Yes, but if he thought you didn't exist first, then by the Law of Causality you can only have been nonexistent because he didn't believe it.

Therefore you are not nonexistent and his belief to the contrary is negated because you didn't think it quickly enough, even though he might have beat you to it in a parallel universe and you thus have not ceased to exist because you didn't in the first place.

Unless of course it was a dead heat, in which case you both need to adopt teh example of Schroedinger's cat. Naturally, only one of you can, because both your existences are dependant on a mutually-exclusive but finite quantum probability.

I hope that clears everything up. Now I need a drink.

46

#40 ...and that should be "their carS". Unless of course you're refering to a specific group of people who all travel in the same car, which is surely what we are encouraged to do. And what's with "*bring* their cars"? What are you, American? It's "TAKE their cars". As for this study you go on about, three streets are hardly significant and the results obvious. More affluent people can afford to buy houses in more quite streets, their better health and social connection obviously results from their affluence, not the lower traffic levels you utter prune, so stop pasting your gibberish.

DON'T PANIC!
DON'T PANIC!

Who in their right mind would DRIVE into the city centre with the roadworks, diversions and rerouted buses?

Visit a nice out of town shopping centre, free parking and you'll be out of the wind and rain. Also they actually do something about the. jakies, junkies and beggars so the experience will be a whole lot more pleasant than anything the city centre has to offer.

Edinburgh is closed for business.

"Very good. Turn the city centre over to the car.
Free public transport is what is required....ban the cars and make the busses free...."

- Wouldn't work. There wouldn't be room for everyone to carry their Christmas shopping on the bus. This would be especially true for anyone buying a pram as a present for a newborn baby...
49

Davy Descartes,

That would depend on whether you reckon that a supposedly non-existent person could own a house to start with, as it is generally accepted that to posess property he would need to get a mortgage and for that he would have to exist in order to sign the forms.

Unless of course he got it from the Bradford & Bingley, who as we now know, have ceased to exist themselves because their business model involved too many unresolvable paradoxes, not the least of which were customers self-certifying the extent of their own possibly imaginary resources.

Therefore, to return to the substantive part of your question, Duncan probably would make a rather shrill sound irrespective of the physical reality (or otherwise) of himself and his dwelling, because people as peevish and irritable as he clearly is always seem to want to have the last word in any given circumstance.

However, if he were to make no further comment, you can safely assume I am wrong.

46
Admirably succinct, my congratulations!

#55 "rather shrill". Nice. Very nice indeed.

Of course, I have always accepted Duncan's existence. I am however extremely sceptical of his claims regarding employment, which is why I framed the question specifically to a fall in his house. Any questions relating to a fall in his workplace would, in Dunc-E's case, be purely hypothetical.

That "shrill" remark really got to you, didn't it? As I intended it should do. It was a test, which you comprehensively failed. People like you simply can't resist a well-directed taunt and the fact that Incandescent recognised it and was amused made it all the worse for you.
