CSABA LASZLO wants Vladimir Romanov to approve his recruitment plans for January and thereby allow him to continue his restructuring of Hearts.
The Hungarian told the Evening News earlier this week that "two or three" new players are necessary during the next transfer window, whilst some current first-team squad members could find themselves surplus to requirements.
Laszlo stressed today that he already has plans in place to take Hearts forward and guarantee a placing well within the SPL's top six following last season's disappointing finish in eighth. He will seek ratification of his ideas from Romanov and sport director Anatoli Korobochka over the coming weeks.
"If you would like to have success at this club, you must change a lot of things and you must have a plan," he said. "We must look together with the owner and with the sport director to make a proposal for what we want. My proposal is there and I hope everybody wants to follow me. If they would like to come into the top six, there must be new blood. This is normal.
"If you are a professional coach, you must look to take steps, steps, steps. I don't like to jump. If you jump you don't know if you will fall down. Step by step, if we concentrate and bring quality, we can do it.
"We are in October, we have November and December and we must look at our position in the table. Personally, I plan from today to the Celtic game next weekend.
"We can talk about new players and which players who must go out. This team lost a lot of very good players, then came a new coach and some new players who don't have a big name in Europe.
"I can talk about Balogh, Kello, Tullberg and Obua.
"We showed that players who don't have a big name can have quality here. I don't think about myself, I think about what is best for the club, believe me.
"Before I came here, everybody was a little bit sceptical generally. At the moment, we are all together, trying to do a very good job."
