City spends £2m in two years on extra services for migrants

THE number of migrants coming to live and work in Edinburgh has forced the city council to spend £2 million on extra services in just two years, it was revealed today.
A new report from officials has revealed that resources are being strained by the "unprecedented demand" from the influx of – mainly east European – workers, which has led to poorer quality services. Councillors will need to identify more funds to me
et the level of demand.

But council leader Jenny Dawe today said the benefits of inward migration still far outweigh the cost to the city, while officials also insisted the city's economic success – particularly in the tourism and catering trade – relies on attracting more foreign workers.

The huge majority of migrants pay local and national tax, and the new report also reveals that just one per cent claim state benefits.

The biggest cost to the council comes from the requirement to teach English as a second language in schools. The number of pupils from the eight EU accession countries has risen from 225 in late 2006 to 766 this year – a 340 per cent increase in just 14 months.

Another significant cost involves caring for the very small number of destitute people from abroad who have no recourse to public funds, such as failed asylum seekers.

The new report, covering the years 2006/07 and 2007/08, used the 2001 census, school roll data, and records of the people accessing council services to reach its conclusions. Between 2001 and 2006, the number of migrants in the city grew by 14,000.

The council's director of corporate services, Jim Inch, said: "Certain council services are significantly affected by inward migration, and are facing levels of demand which is placing a strain on existing resources.

"One of the consequences of this increase in service demand is that the quality of some services is being affected adversely.

"Many of these services are already targeted at addressing existing racial inequality in the city, and this is causing concern in established resident black and minority ethnic communities."

The influx has led to increased costs at the council's Advice Shop and has put more pressure on interpretation and translation services. There has been no major impact on the council's housing department, as most people coming from eastern Europe find private rented accommodation.

However, some migrants are living in flats with three or more tenants – houses of multiple occupation – and the council has issued a number of enforcement notices to unlicensed landlords.

The other significant cost comes from establishing community support groups, which typically offer a blend of language classes, cultural orientation and personal support. Around 220 people access these groups every week.

Councillor Dawe said: "I firmly believe that the benefits to the city of encouraging a diverse mix of residents far outweighs any additional cost to service provision.

"With low unemployment and a booming economy, we will continue to welcome them to build the skilled labour force required to cope with the demands of our growing economy."

The council have not been 'forced' to spend this extra money as the first sentence states - the council have made this choice (as always) to prioritise immigrants while turning it's back on the rest of us.

What does this mean? Who are these "officials"? And why is there no breakdown of how the £2 million is made up?

Mind you, perhaps that's just as well, because the reporter's arithmetic is suspect.

Naw...it's a 240% increase.

#7. A full stop after "again" rather than a comma. Then a capital "I" for "if" (as it's a new sentence).

#10. Full stop after "ways" rather than a comma. You don't need to replace the "I" here. Yes, I know it's complex, but try to stay with me.

That's the punctuation out of the way. Might I also say that your knee-jerk racist reactions in post #7 betray a deeper-seated ignorance?

Consider the tone of the first sentence:

which could easily have been re-stated as

"The number of migrants working in Edinburgh ... "

#22 Why not just do what is being done in this country and arrive in Spain not speaking a word of Spanish and get them to teach you the language? I am sure they will spend millions of euros paying for the likes of you and will have pamphlets and signs done in English to help you settle in Spain. You could also tell them you are unemployed and not retired. They will get you accommodation and eventually you will get benefits of them.

Thankfully most of the immigrants will not be able to read this post. I am assuming this because most don't speak English so are unlikely to read it. We need more money spent on educating them so why not raise taxes?
Surely paying for foreign unemployed to taught English is money well spent and nobody could argue against it?

If they can't speak our language then they shouldn't be allowed in.

If they are of a different religion .... tough.

If they haven't contributed to our socuial security system...give them nothing for being out of work.

Is it OK just because they are working? I think not. They are taking jobs from Scots.

Possibly true #33 and the reason could be that Scots have no insentive to work because the benefit society that is in place, which we the working people fund, makes it not worth their while.
Intergity and pride are things of the past! We have slowly allowed a society of spongers (home grown ones) to demand we keep paying them for doing nothing. It's their right!

shut the gates now there are to many imigrants as it is and half of them go and live with relatives and sponge of people like you and me who pay out taxes iy should be going to health care emergency services and education not giving imigrants every thing we are paying for in fact send them all back now not the ones whom fear for their lives but the spongers who come for a wee holiday and forget to go back

and most of the jobs they seem to get are minimum wage,£5.52 per hour jobs.

Jobs not even Kenny Richie will entertain taking.eg Mushroom Picking in East Lothian.

This may be what you have encountered and lucky you if it is. I, however, have encountered some that have been here for a number of years and can't speak a word - that is what annoys me.

Learn the lingo if you want to stay in the country - not a hard thing to ask - is it?

It is clear that everyone in Europe should be fluent in English as it would save us all a great deal of money with regard to translating leaflets into minor languages or even major langages.

What is the point of the EC if the British have to learn say German or French or Italian.

Close the door now. Charity begins at home. We are supporting far too many whether it be by benefits, teaching them English, subsidising homes and NHS benefits.

Half don't want to work from Asia etc and proport to not speak English but they know all the benefits they are entitled to.

So sounds harsh but they can go back to where they came from if they don't do a job that benefits UK.

#26 - I don't speak "English", I speak Scottish. It just happens to resemble English, coming from the same root languages. Asking people in south east Scotland to speak Gaelic is like insisting that all Londoners should speak Cornish - it was never the language of the area. Welsh would actually be closer to the historical language of these parts than Gaelic, which is closer to Irish.

A recent report concluded that there are some 26,000 Polish migrants that have settled in Edinburgh - even just counting those alone,... £2m divided by the 26,000 over the two years equates to just 73p per week each.
Think about it,......?
How many local Edinburgers scam this a hundredfold or more each week on benefits fraud etc - The £2m is money well spent as the vast majority of migrants are hard working and law abiding and respectful.
