MARGARET THATCHER'S policy of selling off council homes led to swathes of the population being "left behind" in ghetto estates, former Tory leader Iain Duncan Smith said.
While insisting that he was not saying the 1980s sell-off was wrong, he said its architects did not implement necessary social reforms. The result was a growing gap between the bottom socio-economic group and the rest, with the worst estates populated only by the most "broken" families, he said.
